CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />currently what we have before us is outside the standards and <br />guidelines." <br />Vote: 6-0. six in favor, none opposed. <br />COA #2025-0407 is DENIED. <br />iv. 2025-0407a 53597 Ironwood Road County Local Landmark, <br />Ordinance #01-1980 (Audio Position: 00:31:22) <br />The staff report was presented by: <br />Kate Himic, Historic Preservation Specialist <br />Staff Recommendation: <br />The kitchen window does not match the other original, 1830s windows <br />present in the house, and it is in poor condition. At some point, the <br />window was modified with a spring assist opening mechanism. After a <br />break in some decades ago, the window was blocked shut and is now <br />inoperable. The cost of rehabilitation for this window and jam is likely to <br />be high. Based on the information provided prior to this public hearing, <br />Staff makes an FAVORABLE RECOMMENDATION for the replacement <br />of the kitchen window. <br />The applicant was represented by: <br />James Reilly, 53597 Ironwood Road, South Bend, IN, appeared in person <br />to represent the applicant. <br />Upon a request by the homeowner and a motion by Andrew Jones, seconded <br />by Michael Skaggs, and UNANIMOULY carried by vote, the Historic <br />Preservation Commission APPROVES the amendment of COA 2025- <br />0407a to include request to replace the living room window. <br />Commissioner Jones: AYE <br />Commissioner Skaggs: AYE <br />Commissioner Downs-Krostenko: AYE <br />Commissioner Hough: AYE <br />Commissioner DeKever: AYE <br />Commissioner Andrews: AYE <br />The application is now amended to include to parts 2025-0407a-1 <br />replacement of the kitchen window and 2025-0407a-2 replacement of the <br />living room window. <br />The public was represented by: <br />Thomas Foster, 3633 Miller Drive, Plymouth, IN from the public to speak <br />in regard to this application. <br />Mr. Foster: "So I'm the renewal by Anderson representative. I basically came <br />here for the second part of that 'cause. We had heard that the kitchen <br />was gonna be preliminarily approved, but we've heard the living area was <br />not. So that's what I was prepared to talk on. Obviously that's my, you <br />know, similar to my inspection is what it looked like there, it's very, very <br />drafty. <br />I know what he's saying, that it could be refurbished or, you know, saved. <br />And then I know that's the goal of this and us to. But I don't think it's <br />savable in any livable condition, I mean their their house and their my <br />inspection was 20° colder at that window. So even just to refurbish that, it <br />would just be cleaning up the wood and making it look nice.
