CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />After due consideration the following action was taken: <br />Upon a motion by Andrew Jones, seconded by Michael Skaggs, and <br />UNANIMOULY carried by vote, the Historic Preservation Commission <br />APPROVES Certificate of Appropriateness Application #2025-0402-2. <br />Roll was called. <br />Commissioner Jones: AYE <br />Commissioner Skaggs: AYE <br />Commissioner Downs-Krostenko: NAY <br />Commissioner Hough: AYE <br />Commissioner DeKever: AYE <br />Commissioner Andrews: AYE <br />Vote: 5-1. Five in favor, one opposed. <br />COA #2025-0402-2 is APPROVED. <br />ii. 2025-0404b 705 Leland Avenue Chapin Park LHD, <br />Ordinance #9575-05 (Audio Position: 00:09:56) <br />The staff report was presented by: <br />Kate Himick, Historic Preservation Specialist <br />Staff Recommendation: <br />The overall design of the proposed porch is in keeping with the style of the <br />home and with similar, neighboring homes such as 510 and 508 Lindsey <br />Avenue. Staff recommends that the columns be thinner than shown to <br />better complement the detailing of the house and that they be of <br />fiberglass or wood over a vinyl composite material. Staff also <br />recommends that the materials of the new porch and the side -door <br />overhang be sympathetic to historic construction. Regarding the light <br />posts, Staff believes that a singular globe or two globes would be more <br />appropriate for the scale of the home and this residential area than <br />multiple globes. Based on the information provided prior to this public <br />hearing, Staff makes a FAVORABLE recommendation for items <br />presented here, given that decisions on materials and finer details be <br />remanded to Staff. <br />Commissioner Andrews rioted that Commissioner Downs-Krostenko has <br />recused herself. <br />The applicant was represented by: <br />Amanda Shutts., 705 Leland Avenue, South Bend, IN, appeared in <br />person to represent the applicant. <br />The public was represented by: <br />There was no one from the public to speak in regard to this application. <br />After due consideration the following action was taken: <br />Upon a motion by Michael Skaggs, and seconded by Kathryn Hough, and <br />UNANIMOUSLY carried by vote, the Historic Preservation Commission <br />APPROVES Certificate of Appropriateness Application #2025-0404b. <br />Roll was called. <br />Commissioner Skaggs: AYE <br />Commissioner Hough: AYE <br />Commissioner DeKever: AYE <br />Commissioner Jones: AYE <br />Page 2 April 21, 2025 <br />
