Klosinski, P.E., Assistant City Engineer SUBJECT: Agenda Request – Reject Bids South Well Field, Water Treatment Plant, and Distribution System Improvements – Bid Package 1 Project No. 117-059A / DFO PROJ00000082 DATE: June 27, 2025 The Board of Public Works received public bids for the subject project at its Regular Meeting on April 22, 2025. The Department of Public Works, Division of Engineering and Division of Water Works reviewed the lone bid for Project No. 117-059A South Well Field, Water Treatment Plant, and Distribution System Improvements – Bid Package 1. The lone bid received was deemed complete. BIDDER BASE BID 1. Bowen Engineering (Indianapolis, IN)$4,966,000.00 2.R. Yoder Construction (Nappanee, IN)Incomplete Bid Bid Opening Notes: R.Yoder Construction’s Bid Package 1 receipt was acknowledged at the Board Meeting. No pricing information was clearly provided during the Bid Opening. Upon the Division of Engineering’s review of the Bid Package 1 documents submitted by R. Yoder Construction, it was determined that R. Yoder Construction’s Bid Package 1 was incomplete and non- responsive. Recommendations: Reject All Bids. Comments: Upon review of the Bids for Bid Package #1, Bid Package #2A (Re-Bid), and Bid Package #2B, the Department of Public Works, Division of Engineering and Division of Water Works determined that the bids received for Bid Package #2A and Bid Package #2B result in a more economical construction project for the City, both for initial capital construction costs and long-term operation and maintenance costs. Therefore, Public Works recommends the rejection of the lone bid for Bid Package #1. Refer to Agenda Request for July 8, 2025 Board Meeting recommending Bid Awards for Bid Package #2A and Bid Package #2B.
