8PROJECT MANAGER PROJECT TEAM PROJECT APPROACH PROJECT EXPERIENCE <br />PROJECT APPROACH <br />SJCA INC | CITY OF SOUTH BEND RFP | CONSTRUCTION INSPECTION | KENNEDY ACADEMY <br />COMMUNICATION <br />Communication protocols will be established in the <br />preconstruction conference, per INDOT standard specifications. <br />Daily reports and pay items will be submitted through INDOT- <br />provided record-keeping software. Bi-weekly progress <br />meetings will be held with the LPA, INDOT, and the prime contractor to keep <br />all parties informed and allow for discussion of any concerns. If an issue <br />arises that requires communication with the Area Engineer, an email will be <br />sent (copying the City Engineer). Written and photographic records will be <br />maintained throughout the project and made available as needed, including <br />at project closeout. <br />Pre-Construction Review <br />We will conduct a thorough review of project plans and specifications, ensuring <br />all necessary permits and traffic control plans are in place and coordinated <br />with local authorities (e.g., law enforcement, fire protection, EMS, and <br />school transportation). Coordination with affected utility companies will also <br />be confirmed. <br />Site Preparation Inspection <br />Traffic control installations will be verified, including signage indicating the <br />approximate date work will begin. All traffic control signs and barricades will be <br />installed per specifications. <br />MAINTENANCE OF TRAFFIC & PUBLIC INVOLVEMENT <br />Maintaining access to local traffic is a priority, and accessibility to properties is <br />critical for surrounding owners. SJCA personnel are experienced with this type <br />of issue and will ensure all parties are heard <br />and their concerns are balanced. Key SJCA <br />personnel will attend public meetings as <br />requested. We welcome the City Engineer’s <br />involvement at every stage of this project, <br />though we recognize that this will be one of <br />many projects on the engineer's agenda. We will <br />provide regular progress reports and be readily <br />available to address any questions. When <br />necessary, we will notify the City Engineer of <br />issues requiring input via phone or email, based <br />on the engineer's preference. <br />Quality Assurance and Material Verification <br />All materials will be monitored, tested, and certified (or otherwise ensured to meet) <br />the appropriate INDOT and local standards at required frequencies as specified in <br />contract documents. Testing will be performed at a frequency equal to or greater <br />than that required by FHWA, INDOT, and local standards. Any deviations or rework <br />will be documented. We will observe and document each project component using <br />INDOT’s most recent software, along with any additional documentation required by <br />the City of South Bend. Only qualified personnel will oversee each project phase. <br />Any SJCA or subconsultant personnel who are not fully qualified for a particular task <br />will work under the supervision of fully qualified staff at no additional expense to <br />the city. <br />CLOSEOUT <br />To facilitate a seamless closeout process, the <br />contractor and inspection team will agree <br />on production and material quantities daily <br />throughout construction. Once the contract is <br />physically complete, the SJCA Project Engineer, <br />Manager, and Supervisor (PEMS) will provide <br />the prime contractor with a detailed punch list <br />of any corrective actions required, if necessary, <br />and verify completion to the PEMS’s satisfaction <br />before requesting a pre-final inspection by <br />INDOT and local authorities. After the pre-final <br />inspection, the PEMS will conduct a final inspection, ensuring that all punch list <br />items noted by FHWA, INDOT, and the City Engineer have been resolved.
