• The annexation plan is a long-range plan, however, no specific time <br />frame or calendar based reference is proposed, thus allowing for <br />periodic future updates .of the plan to meet changing conditions and <br />needs. <br />• The annexation plan, in general, does not designate particular <br />annexation target areas and does not establish a sequencing or a <br />planned pattern for implementing annexations. <br />1. Description of Annexation Area <br />The annexation plan is attached as Map 12. Annexation is proposed in <br />all geographic areas to the north, west and south of the City. A general <br />summary of the basic geographic areas proposed for annexation along <br />with their assets to the City in terms of development and strategic <br />planning analysis factors are briefly described. <br />Except for certain jurisdictional boundaries, such as the Michigan State <br />Line and local corporate boundaries, the boundaries or ultimate growth <br />limits for the annexation areas described below and as shown on Map 12 <br />are to be considered non -definitive or approximate. Minor variations <br />from these boundaries may be considered within the annexation policy <br />and implementing guidelines. <br />a. Northeast <br />This area represents the balance of unincorporated Clay Township <br />located within the annexation study area. This area has major <br />residential, commercial and institutional developments. It includes <br />three identified development planning areas that are either being <br />served by certain municipal services and/or have commercial land <br />uses (see map 10). Annexation of this area will enable the City to <br />manage development along four primary arterials important to the <br />overall urban area--U,S. 33, S.R. 23, Cleveland Road and Ironwood <br />Road. This area has been a major growth area in the past and has the <br />potential to provide for future infill development and additional <br />growth of the urban area. Portions of this area may also require <br />redevelopment activities in the future. Overall, the northeast area is <br />very homogeneous with the urban character of the City. <br />b. North <br />Generally defined, this area extends north to the State Line between <br />the St. Joseph River and U.S. 31 Bypass. This portion of German <br />Township contains a large development area presently receiving <br />municipal services (see Map 10). <br />56 <br />
