funding sources for the various divisions and bureaus based upon the <br />chargeable hours actually spent working on specific portions of the <br />vehicle fleet. Specific examples of possible fund transfers are the MVH <br />fund of the Bureau of Streets and user fees for the Bureau of Water. <br />Specially funded programs for the City should also be analyzed for their <br />impact upon the City vehicle fleet, and proper consideration given to <br />some portion of the funding being designated as reimbursement for this <br />impact upon the vehicle fleet. <br />At such time as the annexation program results in an increase in the <br />vehicle fleet for the Bureaus of Streets, Sanitation, Wastewater and the <br />Fire and Police Departments, the Division of Equipment Services will be <br />required to expand its staff. Based upon existing records, it will be possible <br />to establish and control staff size, dependent upon the expansion of the <br />vehicle fleet for the various bureaus. Various funding sources available <br />to support this division should be investigated and the data made <br />available for consideration in any annexation fiscal plan. Use of these <br />funds for this purpose must, however, be compatible with the overall <br />City budget priorities. <br />6. Stormwater Management <br />Stormwater management is becoming an increasingly greater area of <br />responsibility for the Department of Public Works. The needs for a <br />centralized organizational structure; planning, construction and <br />maintenance activities; and, funding are some of the primary issues <br />facing the City regarding stormwater management. Annexations will <br />further compound these needs. <br />Presently, the various functions for stormwater management are being <br />performed by different divisions and bureaus of the Department of Public <br />Works. Planning and engineering designs are being performed in the <br />Bureau of Design and Administration in the Division of Engineering. <br />Maintenance of inlets and catch basins are performed by the Bureau of <br />Streets in the Division of Transportation while the Bureau of Sanitation <br />in the Division of Environmental Services cleans storm sewers. Because <br />of pending US EPA requirements, the Bureau of Wastewater in the <br />Division of Environmental Services may also become involved in <br />stormwater management. <br />In the past, stormwater was routinely discharged into a combined <br />storm/sanitary sewer system. Over the past 20 years, major efforts have <br />been performed by the City to separate these two systems enabling the City <br />to reduce combined sewer overflows at the Wastewater Treatment Plant <br />41 <br />
