The third assessment category is those areas that have access to water <br />mains but would require sub -mains and laterals in order to obtain water <br />service. There are several areas that meet these criteria. The majority, and <br />the largest areas, are on the south and southeast side of the City. These <br />include an area generally bordered by Locust Road, U.S. 20/31 Bypass, <br />Miami Highway and Kern Road; an area around the Ironwood <br />Road/Kern Road intersection; and an area extending east of Ironwood <br />Road bordered by Inwood Road and Jackson Road. Another large area in <br />this assessment category is generally located between Cleveland Road and <br />Brick Road to the west of Portage Avenue. <br />The final assessment category-,vould require water mains, sub -mains and <br />laterals. This category consumes the balance of the annexation study area. <br />For a period of years, annexation should have little impact on the staff of <br />the Bureau of Services. New service connections should not pose <br />maintenance problems. New meter installations can be accomplished by <br />the present staff. Maintenance of service connections is funded by an <br />insurance program that is a part of the monthly water charge. This <br />program should provide adequate funding for any annexation program. <br />The installation and repair of meters is funded through normal user <br />charges. <br />Any expansion of the customer base will impact the Customer Services <br />Bureau staff required to read meters. While intermediate phases will <br />undoubtedly be absorbed by the present staff, large increases will require <br />additional personnel. The present staff responsible for billings and <br />collections can be expected to absorb a limited expansion of the present <br />customer base. Large-scale development in the annexation area could <br />require additional staff. This bureau is funded through user fees. No <br />change in this funding mechanism appears necessary or desirable. <br />5. Division of Equipment Services <br />a. Services Provided <br />The Division of Equipment Services is responsible for the maintenance of <br />the City -owned vehicles fleet, with the exception of the vehicles of the <br />Division of Environmental Services. <br />b. Annexation Responsibilities <br />The staff size in the Division of Equipment Services is matched to the <br />present workload. Records enable management to project staff <br />requirements based upon the age and condition of the existing fleet with <br />proper allowance for replacement. Funding for this division is a part of <br />the regular City budget. Support for this budget can come from special <br />40 <br />
