The final assessment category has no trunk sanitary sewers that can be <br />easily accessed and thus will require major improvements for <br />providing sanitary sewer service. <br />The City should review how sanitary sewers have been extended to <br />unsewered areas in the past, particularly with respect to who initiated <br />the extension and how the extension was funded. These past sewer <br />extensions should be used to establish the City's policy for providing <br />sanitary sewers to annexed territory. <br />3. Division of Transportation <br />a. Services Provided <br />The Bureau of Service and Building Maintenance is responsible for the <br />maintenance of the two municipal service facility buildings. <br />The Bureau of Streets is responsible for the maintenance of the City's <br />street and alley system which consists of approximately 449.miles of <br />streets and 170 miles of alleys. This responsibility includes grading of <br />unpaved alleys, patching, resurfacing, sweeping and snowplowing of <br />paved streets and the maintenance of storm drainage inlets. <br />Snowplowing of alleys may occur as priorities permit. Leaf collection is a <br />large but time -limited activity. <br />b. Annexation Responsibilities <br />The staff for the Bureau of Services and Building Maintenance is small <br />and is sized to perform the routine maintenance of these buildings. <br />Funding for this bureau is included in the general budget of the City. <br />Annexation could require additional storage space for this bureau. <br />Snowplowing requirements are a determining factor in establishing the <br />basic staffing requirements for the Bureau of Streets. Any seasonal <br />increase in staff required during the summer months can be resolved <br />with the addition of temporary employees. The addition of significant <br />street mileage can be expected to impact the Bureau of Streets' basic staff <br />size and equipment needs, including trucks. Contractual services with <br />the private sector can alleviate short-term workload peaks, however, this <br />procedure is best adapted to routine maintenance items such as <br />resurfacing rather than snow removal. <br />36 <br />
