D. DEPARTMENT OF ECONOMIC DEVELOPMENT <br />1. Services Provided <br />The Department of Economic Development represents five city commissions <br />and is organized into six basic divisions. These are Redevelopment, <br />Economic Development/Business Development, Financial and Program <br />Management, Bureau of Housing, Human Rights, and Planning and <br />Neighborhood Development. Services are quite varied including new <br />development or redevelopment for targeted areas, administering federal and <br />state grants, housing action plans and financing, hearing human rights cases <br />and neighborhood or social programs. <br />2. Annexation Responsibilities <br />This department has been actively involved in past annexation projects and <br />should anticipate a greater involvement in future annexations. Previous <br />City -initiated annexations for industrial development, such as the Airport <br />Industrial Park and the 2010 Project, have involved this department .through <br />its Economic Development/Business Development Division, both with <br />respect to the development planning as well as financing. The City's <br />opportunity to utilize Community Development Block Grants and Tax <br />Incremental Financing has brought about the essential involvement of this <br />department. <br />The Division of Planning and Neighborhood Development has been <br />assigned the responsibility to coordinate annexation planning. If a major <br />annexation program is initiated by the City, this division will become more <br />involved in the overall coordination and implementation of the City's <br />annexation policy and plan. <br />In addition to this department's role for coordinating the City's annexation <br />program and possible involvement in the planning for industrial <br />development annexations, there will be a need for the department to review <br />its other services that will be provided to the residents of newly annexed <br />territory. This most likely will not create a major demand upon the <br />department, however, a review mechanism for each individual annexation <br />being proposed should be developed. There is no reason not to anticipate <br />that there could be redevelopment, housing, financing or other needs that <br />may arise as the result of new territory and citizens being annexed to the City. <br />29 <br />
