41 <br />Development Strategy <br />The development strategy is a more specific exam- <br />ination of a target area to determine how to best <br />implement the principles and concepts identified in <br />the neighborhood plan. It provides a guide for imple- <br />menting a specific project based on examining things <br />such as feasibility, funding & funding gaps, partner- <br />ships, and phasing. <br />Infill housing should be focused in targeted areas that <br />build off existing strengths. Focusing efforts will help <br />to maximize the impact on the surrounding neighbor- <br />hood; the stability and certainty provided will enable <br />infill to expand into a larger geography. The initial <br />target geographies include Sherman and Harrison <br />Avenues as well as the Portage Avenue Node (which <br />was previously discussed). <br />Sherman and Harrison Avenues were identified as <br />the target area based on a variety of factors. Their <br />location helps to build off the strength of past in- <br />vestment in and around the neighborhood and will <br />reinforce this past work, allowing the positive impacts <br />to spread further in the community. In addition, this <br />geography was identified as a strategic target area in <br />past planning processes such as the West Side Main <br />Streets Plan and as part of the Federal Department <br />Property ownership in Sherman & Harrison target area <br />Target areas and the existing structures <br />of Housing and Urban Development (HUD) technical <br />assistance that the city received related to the vacant <br />& abandoned property initiative. Focusing on a target <br />area will allow the piloting of implementation strate- <br />gies with the results helping to inform the neighbor- <br />hood-level approach to infill development. <br />Within the Sherman & Harrison target area, the City as <br />well as partner organizations such as Near Northwest <br />Neighborhood, Inc. and Cross Community, Inc. own a <br />number of vacant lots.
