�?75 <br />�GI]LAR__MEE�IPdG JLILS� -].3, 1992 <br />BEND, INDIANA, RATIFYING THE SISTER CITY AGREEMENT BETWEEN <br />SOUTH BEND AND CZESTOCHOWA, POLAND. <br />WHEREAS, the Common Council acknowledges that "Sister Cities International" was <br />- initiated by the White House in 1956 when the President called for "massive <br />exchanges between Americans and the Peoples of other lands; and <br />WHEREAS, on May 30, 1992, the City of South Bend, Indiana and the City of <br />Czestochowa, Poland, signed the "Sister City Agreement" pledging to establish ties <br />of friendship and cooperation which will in turn strengthen the traditional bonds <br />between Americans and Polish Nations; and <br />WHEREAS, the Common Council is indeed proud to be a part of the formal <br />ratification process which will formalize the rich ethnic ties between these two <br />great cities. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AS FOLLOWS: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby officially ratifies the Sister City Agreement signed on <br />the 30th day of May 1992 in Czestochowa, Poland, with copies of the Agreement in <br />both Polish and English being attached hereto. <br />SECTION II. The Common Council pledges its support to undertake in developing <br />understanding, trust and friendship between the residents of Czestochowa and South <br />Bend. <br />SECTION III. The Council further pledges to work with the City Administration <br />so that meaningful programs which will benefit both Czestochowa and South Bend can <br />be established to enhance educational and cultural opportunities, tourism, and <br />benefit the public health, safety and welfare of the citizens of these two great <br />cities. <br />SECTION IV. The Common Council pledges its heartfelt support of this important <br />agreement linking rich ethnic cultures together, and proudly says "BOG ZAPLAC"! <br />SECTION V. Kernan, Mayor <br />A public hearing was held on the resolution at this time. Council Member Ladewski <br />made the presentation for the resolution. He indicated that he was a member of a <br />delegation that visited Czestochowa, Poland in May. Other members of the delegation <br />were: Jack Reed, administrative assistant to the Mayor; Mikki Dobski Shidler, <br />Community Affairs Director; David Stefancic, professor of Russian Polish and <br />European history at St. Mary's College; and Mary Ferlic, educator; Council Member <br />Ladewski headed the delegation. He explained that with our City's Polish heritage <br />the proposed sister -city relationship should provide a wealth of cultural and <br />exchange opportunities. He indicated that the province of Czestochowa, is one of <br />Poland's largest industrial areas, with a population of 260,000. Council Member <br />Ladewski introduced the rest of the delegation. Due to bad storms everyone was <br />evacuated to the basement for approximately 15 minutes. After we returned to the <br />Chambers the other members of the delegation spoke regarding this trip. Council <br />Member Coleman made a motion to adopt this resolution, seconded by Council Member <br />Zakrzewski. The resolution was adopted by a roll call vote of eight ayes. <br />BILLS. FIRST READING <br />BILL NO. 50 -92 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2017 <br />LINCOLNWAY WEST, IN THE CITY OF SOUTH BEND, INDIANA, FOR DOUGLAS <br />S. TAELMAN. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to Area Plan, seconded by Council Member Slavinskas. The motion carried. <br />BILL NO. 51 -92 A BILL AMENDING THE ZONING ORDINANCE FOR THE PROPERTY LOCATED AT <br />
