FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> NA-15 Disproportionately Greater Need: Housing Problems - 91.405, 91.205 <br /> (b)(2) <br /> Assess the need of any racial or ethnic group that has disproportionately greater need in comparison to the <br /> needs of that category of need as a whole. <br /> Introduction <br /> During the planning process for the preparation of the City of South Bend and St. Joseph County Housing <br /> Consortium's Five-Year Consolidated Plan, an evaluation and comparison was made to determine if any <br /> racial or ethnic group has a greater disproportionate need in the County.
