FY 2025-2029 Five-Year Consolidated Plan City of South Bend, IN <br /> • Lack the resources and support networks needed to maintain or obtain housing. <br /> Specify particular housing characteristics that have been linked with instability and an <br /> increased risk of homelessness <br /> The cost of decent, safe, sound, and affordable housing in the City creates instability and an increased risk <br /> of homelessness for lower income families in the area.Many families are living from paycheck to paycheck <br /> and are paying over 30% of their income for housing, which may or may not be decent, safe, sound, and <br /> affordable. <br /> Contributing housing characteristics which contribute to instability and increased risk of homelessness <br /> include: absentee landlords charging higher rent and not maintaining property; shortage of available units; <br /> untreated/undiagnosed mental health issues; substance abuse issues; physical disabilities, rendering a <br /> person unable to work,but not receiving Social Security Disability benefits;single and unemployed mothers <br /> expecting another child; poor rental and credit issues; and unemployed, often troubled, young adults aging <br /> out of foster care,who are made to leave the home by the foster family. <br /> In St. Joseph County, the foreclosure rate is high, at 1 in every 1,478 homes in 2022. The number of <br /> evictions in the City of South Bend is also high, with 2,369 eviction cases filed in 2023 (the most recent <br /> full year data is available). <br /> Discussion <br /> There is a trend for persons moving into St. Joseph County from outside areas,where it is more expensive <br /> to live(such as Chicago).This has caused a strain on the limited affordable housing resources in the County <br /> and likewise has contributed to the rise in the cost of housing in St. Joseph County. <br /> OMB Control No:2506-0117(exp.07/31/2025) 69 <br />
