Stantec Consulting Services Inc. 1 of 16 <br />TO1 – Randolph-Sampson RTB PER <br />Exhibit A - Engineering Services for Randolph-Sampson <br />Retention Treatment Basin <br />Introduction <br />The City of South Bend (“CITY”) is implementing its combined sewer overflow (CSO) Long Term Control <br />Plan (LTCP) under a Federal Consent Decree (effective August 2021). The CITY has requested Stantec <br />Consulting Services Inc. (“STANTEC”) perform engineering services to implement the improvements <br />associated with the Randolph-Sampson Retention Treatment Basin (RTB) and the CSO 022 regulator. The <br />engineering services will include preparing a Preliminary Engineering Report (PER), preliminary and final <br />design materials, and bidding documents. STANTEC will also provide engineering services during bidding, <br />construction, commissioning, and start-up of the project elements. <br />The proposed improvements in the LTCP associated with the Randolph-Sampson RTB and CSO 022 <br />include the following project elements as described in “Table-1 CSO Control Measures Description, <br />Design Criteria, Performance Criteria and Implementation Schedule” of Appendix A of the Consent <br />Decree: <br /> <br />Project Description, Design Criteria1, and Performance <br />Criteria4 <br />Start <br />Date2 <br />End <br />Date3 <br />Randolph-Sampson <br />RTB and Site Piping <br />Below grade retention treatment basin and pumping <br />station with provisions for screening, disinfection/ <br />dechlorination of overflow. Sections XX and XXI of the Consent Decree do not apply with respect to the descriptions and <br />Design Criteria in this Table-1. <br />2 "Start Date" shall mean the date that South Bend has an engineer under contract to design the initial facility <br />within the relevant grouping. <br />3"End Date" shall mean the date that construction is completed on all facilities within the relevant grouping, and <br />they are operating as designed.
