REGULAR MEETING APRIL 23, 2001 <br />Councilmember Kelly made motion to hear the substitute version of this bill. Councilmember <br />Coleman seconded the motion which carried by a voice vote of nine (9) ayes. <br />Councilmember Kelly reported that the Community and Economic Development Committee met <br />on this bill and recommends this bill to the Council favorably. <br />Ms. Ann Kolata, Senior Redevelopment Specialist, Community & Economic Development, 1200 <br />County -City Building, South Bend, Indiana, made the presentation for this bill. <br />Ms. Kolata stated that this bill establishes Fund #209 into which proceeds from grants received from <br />the Neighborhood Initiative Program and the Economic Development Initiative Program from the <br />Department of Housing and Urban Development will be deposited. The monies will be used to <br />implement the strategy for the Studebaker Oliver Plow area. All monies remaining in that fund at <br />the end of the year would stay with that fund and would not revert. This is a continuing fund for <br />the grant monies. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Kelly made a motion for favorable recommendation to full Council concerning <br />this bill as substituted. Councilmember Coleman seconded the motion which carried by a voice vote <br />of nine (9) ayes. <br />BILL NO. 32 -01 PUBLIC HEARING ON A BILL APPROPRIATING <br />- $90,000 WITHIN THE U.D.A.G. FUND (FUND 410) OF <br />THE DEPARTMENT OF COMMUNITY AND <br />ECONOMIC DEVELOPMENT FOR THE PURPOSE OF <br />PROVIDING PREDEVELOPMENT COSTS FOR <br />DEVELOPMENT PROJECTS WITHIN THE CITY OF <br />SOUTH BEND <br />Councilmember Kelly reported that the Community and Economic Development Committee met <br />on this bill and recommends this bill to the Council favorably. <br />Mr. Jon R. Hunt, Executive Director, Community and Economic Development, 1200 County -City <br />Building, South Bend, Indiana, made the presentation for this bill. <br />Mr. Hunt stated that this bill appropriates ninety thousand dollars ($90,000.00) from the Federal <br />Urban Development Action Grant fund for purposes of pre - development activities which include <br />feasibility studies, preliminary architectural engineering work, site plans and a variety of other <br />activities for economic development and community development activities. In the past this money <br />has been used for projects such as Bosch and Crowe Chizek and a number of other existing <br />businesses and organizations. It is proposed that this year the funds be used for a set of activities <br />which include working with existing businesses and community organizations in a predevelopment <br />phase to move projects forward from an idea to a reality. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Coleman made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Kelly seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br />
