Councilmember Scott seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br /> <br /> <br /> <br />BILL NO. 01-13 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, ADOPTING THE CITY OF <br /> SOUTH BEND’S ADA TRANSITION PLAN FOR <br /> PEDESTRIAN FACILITIES IN THE PUBLIC <br /> RIGHT OF WAY <br /> <br />Councilmember Oliver Davis, Chairperson, Public Works and Property Vacation Committee, <br />reported that this committee met this afternoon on this bill and sends it to the Council with a <br />favorable recommendation. <br /> <br />th <br />Aladean DeRose, Interim-City Attorney, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. DeRose advised that this bill would approve the City’s Transition Plan under the Americans <br />with Disabilities Act (ADA) for Pedestrian Facilities in the Public Right of Way. She stated that <br />this transition plan describes how the City of South Bend intends to remove barriers for disabled <br />persons who enter or are within the public right of way. She noted that the City is also in the <br />process of taking an inventory of the City’s buildings open to the public for City services, and <br />will be preparing and Addendum or separate Transition plan for that within the next year. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Varner made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Scott seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br /> <br /> <br />BILL NO.06-13 PUBLIC HEARING ON A BILL OF THE CITY <br /> OF SOUTH BEND, INDIANA, AMENDING THE <br /> MAXIMUM SALARY AND WAGES OF <br /> CERTAIN NON-BARGAINING EMPLOYEES <br /> OF THE CITY OF SOUTH BEND, INDIANA <br /> FOR THE CALENDAR YEAR 2013 <br /> <br />Councilmember Varner, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br /> <br />th <br />Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, made the presentation on this bill. <br /> <br />Mr. Neal advised that the salary ordinance passed fixing maximum salaries and wages for <br />calendar year 2013 contained an uncorrected mathematical error from the 2012 salary ordinance. <br />In order to establish the proper maximum salary for the Financial Specialist IV position the <br />attached Ordinance has been prepared. The mathematical error occurred when the prior year’s <br />2.0% increase was calculated on $40,258 rather than the established salary maximum of $42,058. <br />The 2012 maximum salary should have been set at $42,899 and the 2013 maximum salary <br />should have been set at $43,757. <br /> <br />6 <br /> <br /> <br />
