REGULAR MEETING JANUARY 14, 2013 <br /> <br /> <br /> <br /> <br /> <br />Council President Derek Dieter made the presentation for this bill. He advised that this bill is a <br />“housekeeping measure” so that newly renamed Community Investment Department will be <br />overseen by the proposed “Community Investment Committee.” He stated that as you recall that <br />the City Administration recently filed an ordinance changing the department’s name which was <br />passed by the Council on October 22, 2012. He noted that the Council has eleven (11) Standing <br />Committees with each having specified areas of jurisdiction. This bill would formally amend the <br />South Bend Municipal Code so that the names are consistent. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />that bill, Councilmember Gavin Ferlic made a motion for favorable recommendation to full <br />Council concerning this bill. Councilmember Dieter seconded the motion which carried by a <br />voice vote of nine (9) ayes. <br /> <br /> <br />RISE AND REPORT <br />Councilmember Henry Davis made a motion to rise and report to full Council. White, Chairperson <br /> Committee of the Whole <br /> <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County-City Building at 8:33 p.m. Council <br />President Derek Dieter, presided with nine (9) members present. <br /> <br /> <br />BILLS – THIRD READING <br /> <br /> <br /> <br />ORDINANCE NO. 10212-13 AN ORDINANCE OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> AMENDING CHAPTER 21 OF THE SOUTH <br /> BEND MUNICIPAL CODE ARTICLE 2, <br /> RESIDENTIAL DISTRICTS, TO ALLOW THE <br /> RAISING AND CARE OF CHICKENS AS AN <br /> ACCESSORY USE; AND ADDING CERTAIN <br /> RELATED DEFINITIONS <br /> <br />This bill had third reading. Councilmember White made a motion to amend this bill as in the <br />Committee of the Whole. Councilmember Scott seconded the motion which carried by a voice <br />vote of nine (9) ayes. Additionally, Councilmember White made a motion to pass this bill as <br />amended, and refer back to the Area Plan Commission for further action, in light of the <br />amendments. Councilmember Schey seconded the motion which carried.
