Zoning and Vacation Committee <br /> October 9, 1989 <br /> Page 2 <br /> The petitioner, Mr. Imre Brassai stated that there would be <br /> four apartments in the brick building, four apartments in <br /> the other major building, and three separate one family <br /> units. Council Member Luecke stated that he had concerns <br /> regarding parking, fencing, and the safety of children in <br /> this particular neighborhood. Council Member Duda <br /> questioned how many parking spaces would be available and <br /> was advised that there would be 18. Council Member Coleman <br /> spoke against the proposed rezoning. He stated that he is <br /> concerned that the improvement costs have dropped from a <br /> projected $300, 000 figure to $180, 000. He also voiced <br /> concern with regard to the types of buildings involved in <br /> that the area was not supported of a residential use in this <br /> particular area. <br /> Council Member Slavinskas noted that at the last committee <br /> meeting the committee gave this particular Bill an <br /> unfavorable recommendation. <br /> The committee then reviewed Bill No. 69-89 which would <br /> designate the property located at 618 North Leland an <br /> historic landmark. Mr. David Fritz, the owner of the <br /> structure, spoke in favor of the. Bill. It was noted that <br /> the structure is rated an 11. Mr. Oxian stated that there <br /> are approximately 110 landmarks throughout St. Joseph County <br /> with 55 being within the City limits. Council Member <br /> Coleman voiced concern over the qualifications of landmarks. <br /> Council Member Luecke spoke in favor of the proposed <br /> designation. Following further discussion Council Member <br /> Luecke made a motion seconded by Council Member Puzzello <br /> that Bill No. 69-89 be recommended favorably to Council. <br /> The motion passed. <br /> The committee then reviewed Bill No. 70-89 which would <br /> designate the property located at 607 North Leland an <br /> historic landmark. Mr. David Fritz, the owner of the <br /> structure, spoke in favor of the Bill. He noted that this <br /> structure is also rated an 11. Mr. Oxian spoke in favor of <br /> the proposed designation. Council Member Luecke commended <br /> the owner both with regard to this building and the prior <br /> building involved in the prior designation request. <br /> Following further discussion, Council Member Luecke made a <br /> motion seconded by Council Member Puzzello that Bill No. 70- <br /> 89 be recommended favorably to Council. The motion passed. <br /> Council Member Slavinskas noted that the petitioner for Bill <br /> No. 78-89 which would rezone Hepler Street was not present. <br /> Therefore the committee took no formal action on this Bill. <br />
