REGULAR MEETING JANUARY 10, 2022 Councilmember Karen L. White made a motion to call for passage of Bill No. 22-01. Councilmember Rachel Tomas Morgan seconded the motion, which carried by a voice vote of eight (8) ayes. Councilmember Troy Warner abstained. President Sharon L. McBride stated that Bill No. 22-01 has passed. BILLS ON FIRST READING BILL NO. 22-01 FIRST READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THIS: CITY OF SOUTH BEND, INDIANA, APPROPRIATING `I,WO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000) FROM SOUTH BEND'S AMERICAN RESCUE PLAN (ARP) FUND (#263) FOR PREMIUM PAY FOR ELIGIBLE EMPLOYEES PERFORMING ESSENTIAL WORK, PURSUANT TO FEDERAL GUIDELINES UNDER THE AMERICAN RESCUE PLAN ACT Councilmember Sheila Niezgodski made a motion to send Bill No. 22-01 to the Personnel and Finance Committee for a public hearing and third reading on Janum 24 2022. Councilmember Troy Warner seconded the motion, which carried by a voice vote of nine (9) ayes. UNFINISHED BUSINESS President Sharon L. McBride stated that mailers would be sent out with information on water bills to get citizens more involved in the process. NEW BUSINESS President Sharon L. McBride stated that the Mayor's Office is planning a second (2nd) installment of the Meet the Mayor and Team of South Bend initiative for February 8, 2022, from 6:00 p.m. to 8:00 p.m. at O'Brien Center. Council will have a table at the event and must sign a conflict of interest statement to be returned to the Clerk's Office. Councilmember Sheila Niezgodski stated that she had filed her conflict of interest statement this afternoon. Councilmember Henry Davis Jr. asked when there would be an update on WNDU. President Sharon L. McBride responded that there is expected to be an update received tomorrow on January 11, 2022. Councilmember Henry Davis Jr., asked when discussion on the delinquency of water bills will commence. President Sharon L. McBride responded that Councilmember Henry Davis Jr. could lead this initiative at a future Council meeting if he wished. Councilmember Lori K. Hamann noted that the County is winding down its ARP program to help residents with delinquent rent payments. Residents should now file their applications through the auditor's office if they wish to apply. PRIVILEGE OF THE FLOOR No residents were waiting to speak under privilege of the floor. 4
