REGULAR MEETING JANUARY 10, 2022 <br />Councilmember Karen L. White made a motion to call for passage of Bill No. 22-01. <br />Councilmember Rachel Tomas Morgan seconded the motion, which carried by a voice vote of <br />eight (8) ayes. Councilmember Troy Warner abstained. <br />President Sharon L. McBride stated that Bill No. 22-01 has passed. <br />BILLS ON FIRST READING <br />BILL NO. <br />22-01 <br />FIRST READING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THIS: CITY OF <br />SOUTH BEND, INDIANA, APPROPRIATING <br />`I,WO MILLION FIVE HUNDRED THOUSAND <br />DOLLARS ($2,500,000) FROM SOUTH BEND'S <br />AMERICAN RESCUE PLAN (ARP) FUND (#263) <br />FOR PREMIUM PAY FOR ELIGIBLE <br />EMPLOYEES PERFORMING ESSENTIAL <br />WORK, PURSUANT TO FEDERAL <br />GUIDELINES UNDER THE AMERICAN <br />RESCUE PLAN ACT <br />Councilmember Sheila Niezgodski made a motion to send Bill No. 22-01 to the Personnel and <br />Finance Committee for a public hearing and third reading on Janum 24 2022. Councilmember <br />Troy Warner seconded the motion, which carried by a voice vote of nine (9) ayes. <br />UNFINISHED BUSINESS <br />President Sharon L. McBride stated that mailers would be sent out with information on water bills <br />to get citizens more involved in the process. <br />NEW BUSINESS <br />President Sharon L. McBride stated that the Mayor's Office is planning a second (2nd) installment <br />of the Meet the Mayor and Team of South Bend initiative for February 8, 2022, from 6:00 p.m. to <br />8:00 p.m. at O'Brien Center. Council will have a table at the event and must sign a conflict of <br />interest statement to be returned to the Clerk's Office. <br />Councilmember Sheila Niezgodski stated that she had filed her conflict of interest statement this <br />afternoon. <br />Councilmember Henry Davis Jr. asked when there would be an update on WNDU. <br />President Sharon L. McBride responded that there is expected to be an update received tomorrow <br />on January 11, 2022. <br />Councilmember Henry Davis Jr., asked when discussion on the delinquency of water bills will <br />commence. <br />President Sharon L. McBride responded that Councilmember Henry Davis Jr. could lead this <br />initiative at a future Council meeting if he wished. <br />Councilmember Lori K. Hamann noted that the County is winding down its ARP program to help <br />residents with delinquent rent payments. Residents should now file their applications through the <br />auditor's office if they wish to apply. <br />PRIVILEGE OF THE FLOOR <br />No residents were waiting to speak under privilege of the floor. <br />4 <br />
