REGULAR MEETING <br />JANUARY 10. 2022 <br />BILLS — THIRD READING <br />BILL NO. <br />142-21 <br />THIRD READING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROVING A <br />PETITION OF THE ADVISORY BOARD OF <br />ZONING APPEALS FOR THE PROPERTY <br />LOCATED AT 1165 S FRANKLIN STREET <br />Councilmember Canneth Lee stated that Bill No. 142-21 came with a favorable recommendation <br />with a nine (9) to zero (0) vote. <br />Councilmember Sheila Niezgodski made a motion to call for passage of Bill No. 142-21. <br />Councilmember Lori K. Hamann seconded the motion, which carried by a voice vote of nine (9) <br />ayes. <br />President Sharon L. McBride stated that Bill No. 142-21 has passed. <br />RESOLUTIONS <br />BILL NO. <br />22-01 A RESOLUTION OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, APPROVING AN INTERLOCAL <br />AGREEMENT BETWEEN THE CITY OF <br />SOUTH BEND, INDIANA, THE CITY OF <br />MISHAWAKA, INDIANA, AND ST. JOSEPH <br />COUNTY, INDIANA, FOR THE MUTUAL <br />OPERATION OF THE SPECIAL. VICTIMS <br />UNITS ADDRESSING CRIMES OF SPECIAL <br />GRAVITY IN ST. JOSEPH COUNTY <br />Councilmember Eli Wax stated that Bill No. 22-01 was previously heard by the Health and Public <br />Safety Committee and comes forth with a favorable recommendation. <br />Councilmember Troy Warner recused himself from the vote on Bill No. 22-01, as he took part in <br />drafting the agreement and represents a party to the agreement, the County Sheriff & County Police <br />Department <br />Scott Ruszkowski, South Bend Chief of Police, 701 W Sample Street, presented Bill No. 22-01. <br />Councilmember Eli Wax states that this resolution will allow the city to enter the proposed <br />agreement. The agreement calls for South Bend Police Department (SBPD) to provide two (2) <br />sworn, uniformed officers and funding for an additional three (3) deputized officers. <br />Kylie Connell, 53167 Meadowgrass Lane, South Bend, Indiana, stated that she is excited for the <br />inter -agencies to continue to work together. It is hoped that the resolution will impact the <br />community. <br />Councilmember Troy Warner stated that the family violence unit has been in place since 1967. He <br />thanked those involved in these discussions to investigate the most serious crimes, whereby service <br />agencies are on -site to support victims. <br />Councilmembers Canneth Lee and Eli Wax thanked those involved in this resolution, as people <br />must receive the social services they need. <br />Councilmember Henry Davis Jr., stated that a metro police department should be part of the <br />discussion, as the SBPD needs support. <br />3 <br />
