He is particularly concerned about the contracts <br /> entered into by entities the Commission contracts with, such as Blackthorn Golf Course, <br /> Downtown South Bend, CB Richard Ellis, etc. Mr. Inks responded that the department <br /> functions under the same guidelines as the rest of the city. <br /> Mr. Davis interrupted to say that is the problem. The Diversity Utilization Board was <br /> created because nothing changed after the Council asked departments to use minority and <br /> women owned vendors and service providers. Staff couldn't provide data to show that we <br /> are being minority business friendly. When the Council asked for information, the records <br /> were never provided. Mr. Inks reiterated that the Commission is required to follow the same <br /> procedures as the rest of the city. Whatever the Board of Public Works and the city is <br /> adopting elsewhere, our department would follow those same standards. We have the <br /> minority contractors list, the state certified list of contractors, and as we go about procuring <br /> services we use that list to identify any potential vendors of minority or women ownership. <br /> Mr. Davis asked to see a quarterly list of those that have been solicited for a quote or bid and <br /> those that that have won the bid. Mr. Inks said the staff will begin tracking the necessary <br /> information in January so that reports can be made quarterly. <br /> Upon a motion by Mr. Downes, seconded by Mr. Alford and unanimously carried, the <br /> Commission approved Resolution No. 3115 setting procedures for contracts for property <br /> related services (2013). <br /> 3) Resolution No. 3116 authorizing the Director of the Department of Redevelopment to <br /> approve and execute plats and conduct other administrative acts on behalf of the City <br /> of South Bend, Indiana, Department of Redevelopment (2013). <br /> Upon a motion by Mr. Downes, seconded by Mr. Alford and unanimously carried, the <br /> Commission approved Resolution No. 3116 authorizing the Director of the Department of <br /> Redevelopment to approve and execute plats and conduct other administrative acts on behalf <br /> of the City of South Bend, Indiana, Department of Redevelopment (2013). <br /> 7. PROGRESS REPORTS <br /> A. Tax Abatement <br /> Mr. Inks noted that while the Department of Community Investment has been moving its offices, <br /> staff did not have the chance to put together the tax abatement report. There were four tax <br /> abatements that were on the Common Council agenda for this past Monday, December 10, 2012. <br /> One of the tax abatements was for Curtis Products who signed the Letter of Intent for the Bosch <br /> site. They're looking at investing $675,000 of new equipment adding nine jobs to the 320+that <br /> 16 <br />
