The Mayor added that if rates are adjusted downward that it <br /> would result in smaller capital programs. <br /> Council Member King again noted that it is a question of fairness which must be thoroughly <br /> discussed. A lay person cannot look at this information without discussion; rather meetings with <br /> the Council,the affected users,and the public must take place. <br /> Council Member Coleman suggested that the City Administration provide a brief explanation <br /> tonight as to why they would like the Council to remove this item from the Council agenda. He <br /> noted that he and Council Member Kelly were present in 1988 when the last rate increase was <br /> proposed. <br /> The attorney for Park Jefferson inquired whether there would be a public hearing on the proposed <br /> Bill this evening.
