e) The costs for renovation and restoration of the Vocational/Technical building and Boilerhouse will severely affect the quality and feasibility of the renovation of Central High School; f) The cost of renovation for the Vocational/Technical building into leasible space would create leasehold costs that would not be competitive in the market place. STANDARDS Part 1 B. Treatment A treatment change . . . to the landmark or its environment may [not] . . significantly alter the appearance of the landmark . . . [and] . . . the Commission should review the proposed treatment for character and style consistency . . . and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. C. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Demolition Historic landmarks shall not be demolished. k1hen a landmark poses a. threat to the public safely, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. RECOMMENDATION Part 1 Staff recommends approval of items la, 1b, Id, and le because the original historic_ character is either retained or recreated. Since the handicapped ramp will be located at an existing entry and will be below grade, stafff recommends approval of item is because the ramp will not negatively affect the historic character of the entrance. Additional drawings should be submitted showing that the length of the ramp will be accommodated within the existing space. Staff recommends item if to be tabled pending receipt of additional information.
