The budget <br /> bills have had multiple hearings allowing more than ample opportunity for input from the <br /> Council and the public. Today's consideration of Bill Nos. 42-12; 43-12 and 44-12 were <br /> to give Councilmembers an additional opportunity to ask questions as the deadline for <br /> final action at the end of the month approaches. In that there were many unresolved <br /> issues Karen suggested a special meeting for final action be scheduled for 6:00 p.m. <br /> Monday, October 29, 2012, following a 3:30 p.m. Personnel & Finance Committee <br /> hearing. Gavin Ferlic offered the motion. David Varner seconded and all supported the <br /> continuance. <br /> The next bill and first in a series of salary proposals, this for non-bargaining employees <br /> was also continued until the 29th. This Karen stated would allow more time to give <br /> consideration to a handful of salary proposals over and above the 2%across the board <br /> proposed for most employees. <br /> Bill Nos. 55-12; 58-12 and 59-12 were proposed salary increases of 2% for the Mayor, <br /> the Council, and the City Clerk respectively. State law requires the salaries be addressed <br /> in separate ordinances. The Mayor's bill, 55-12, was briefly discussed before being sent <br /> favorably to full Council without any reservation. The Council's proposed 2% increase <br /> in bill 58-12 generated the most discussion. Three Councilmembers voiced opposition to <br /> the increase. Gavin Ferlic and Tim Scott along with Karen White said the Council should <br />
