SOUTH BEND REDEVELOPMENT COMMISSION — IVY TOWER FACILITY RENOVATION PROJECT Proposal for Environmental Services 5.0 CORPORATE PROFILE AND EXPERIENCE Weaver Boos believes that our qualifications and experience allow us to effectively achieve the objectives for this project. Weaver Boos is located and staffed to serve the City of South Bend on a local basis. If selected, we will implement this project primarily using our professional and technical staff based in our South Bend, Indiana office (4085 Mcghan Beeler Court). Our local staff is not only geographically well positioned, but includes a staff with many years of engineering and environmental consulting experience in northern Indiana. Based upon our understanding of the City's goals and objectives for this project, we envision that the selected consultant will possess a unique combination of experience and qualifications. Specifically, we believe that this project will require an extensive understanding of the various regulatory and environmental requirements including knowledge of the air quality, UST, and LUST regulations, and state Brownfield programs such as the Voluntary Remediation Program (VRP), OSHA requirements, experience with environmental assessment of sites during demolition/renovation projects where significant data may not be readily available, experience working closely with IDEM and the USEPA; and experience working with potential developers who may be expected to make use of the Site. Further, the consultant should possess experience working cooperatively with entities including other consultants and contractors. Weaver Boos and the assigned project personnel have considerable experience in providing the services sought by the City. Our project experience is highlighted in Appendix B. Recognizing our capabilities as a leading provider of environmental and engineering services, Weaver Boos was selected by IDEM in 2002 to provide a wide range of professional services for the State of Indiana. Considering the proposals we submitted, as well as the history of our work in the private and municipal sectors, IDEM established Master Service Agreements with us to provide Remediation Services, Geology Evaluation Services, Engineering Services, and Landfill Services. As one of the Midwest's leading environmental consultants, Weaver Boos is qualified to provide the services requested by the City of South Bend. We are experienced in the engineering and environmental investigation, characterization, remediattion, and re- development of numerous Brownfield properties. As shown in Appendix B to this proposal, Weaver Boos has provided diversified development services at numerous similar properties located in Indiana, Illinois, and Michigan.
