SOUTR BEND REDEVELOPMENT COMMISSION —IVY TOWER FACILTIY RENOVATION PROJECT <br />Proposal for Environmental Services <br />11. Buried Concrete Debris, Foundations, and, <br />12. Impacted Soil surrounding or beneath possible point sources including USTs, catch <br />basins, etc. <br />The level of effort to characterize each waste stream depends on the number of locations and the <br />possible volume of the waste stream. The level of effort also depends on the final plans for <br />renovation which have not been made final. Weaver Boos understands that that the <br />environmental abatement contractor may be primarily responsible for waste stream <br />characterization and quantification and subsequently obtaining any permits necessary for <br />removal, transportation, and possible disposal of the waste materials listed above. Waste profile <br />samples may be collected via a hand auger, hand bailer, geoprobe, shovel, or by an acceptable <br />alternative means. Samples wit] be submitted to a laboratory for analysis. The results of the <br />analysis will be used to categorize by the contractor each waste stream (regulated, unregulated, <br />hazardous, non - hazardous, etc). In lieu of preparing the environmental bid specifications, <br />Weaver Boos proposes to complete a limited characterization of the following potential area of <br />concern <br />1. PCB transformers <br />Weaver Boos proposes to complete the project on a time and materials basis in accordance with <br />our attached fee schedule, (Appendix E) and as stated on the attached rate sheet (Table 1). A <br />series of three (3) discrete concrete cores (fully penetrating) will be advanced through the <br />concrete floor for each transformer room. Additional cores may be warranted based on site <br />observation. Each core or sample will be submitted to an independent laboratory and analyzed <br />for PCBs. If PCBs are identified in the concrete, Weaver Boos will complete the required <br />paperwork, supplement the environmental specifications, and oversee the PCB remediation. <br />Once remediation has been completed as part of the overall abatement contract, closure samples <br />will be collected and tested. <br />Additional characterization measures maybe recommended once the buildings have been vacated <br />including a mold assessment and screening stained concrete. <br />Based on our present knowledge of the Site and experience with similar projects, an estimated <br />cost to complete this sub -task is pwvided in Table 1. Each characterization will be included <br />within the completed bid document along with the permissible treatment, storage, and /or disposal <br />alternatives, This subtask will also include a walk -thru of both buildings once vacated by the <br />Weaver Boas Cojrsuliaws, LLC <br />South Send, IN 46628 <br />
