4.612-614 Carroll COA#2017-0905C #8952-98 Taylor's Field <br />Representation by Francesco Gonzalez, 614 Carroll <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 13 September, 2017 <br />Application Number: 2017-0905C <br />Property Location: 612-614 Carrol <br />Architectural Style/Date/Architect or Builder: Queen Anne / 1901 <br />Property Owner: Francisco Gonzalez <br />Landmark or District Designation: Taylor's Field, Ordinance #8952-98 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This Queen Anne Apartment House is two storeys with <br />attic. It has wood frame construction and siding that set upon an irregular brick foundation. The roof has <br />side gables with an intersecting front hip and a front gable dormer. The roof has asphalt shingles. There <br />are entry porches on either side of the front with Doric column supports, wood balustrades, steps and <br />floors. There is a front bay window on the south side of the first storey. Those front windows are Jen <br />Weld casement windows. The windows on the rest of house are 1/1 wood double hung. <br />ALTERATIONS: COA 2002-0128A, tear off deteriorated asphalt shingles and reroof with new asphalt <br />shingles of quality at least equal to those removed. COA 2007-0607, roof patching, replace decking as <br />needed, replace rotten siding wood, paint exterior, fix porches (front and rear) repair foundation where <br />necessary, replace security doors, repair and replace windows. COA 2009-0211, code enforcement <br />demolition of deteriorated garage in rear of house. Structure to be demolished, debris hauled away and <br />site cleaned and graded. COA 2012-0314, remove vinyl windows on first floor side and install three <br />fixed double hung sashes in the dining room opening (84x55) and cover with storm windows; construct a <br />fixed window to resemble double hung window in the two 5400 openings and cover with storm <br />windows. Owner is to work with HPC staff and preservation specialist. COA 2013-0429, re -roof over <br />one layer of asphalt shingles with new architectural shingles. <br />APPLICATION ITEMS: Replace broken windos with new windos. there were wood end now I hat to go <br />with vinyl one facing west on the second floor - 2 on the north of second floor — window match the <br />exting opening. [sic] <br />Window clarification, in margin of application: 2 Pellas 59" x 34.5", 1 Jeld Wen 60" x 32" to match <br />openings. <br />DESCRIPTION OF PROPOSED PROJECT: <br />Homeowner requests retroactive permission to install three windows (2 Pella 59" x 34.5", 1 Jeld Wen 60" <br />x 32") on the northwest corner of the house. <br />At some point since 2012, three windows on the same north wall (facing the alley) were replaced with <br />vinyl windows. As of this application: six of the ten windows on the north facing wall have now been <br />replaced with vinyl, significantly reducing the historical character of the house. <br />PRESERVATION SPECIALIST REPORT: <br />On July 17, 2017 at approximately LOAM I visited the property located at 612-614 Carroll St. located in <br />the Taylor's Field Local Historic District. I noticed two new windows located at the direct front of the <br />house (northwest corner above north porch). The new labels for the windows were still attached. I <br />photographed the property and upon returning to the office, I emailed the building department and copied <br />Director Feasel. <br />The building department placed a "Stop -Work" order on the house and had placed a tag on the front door. <br />The owner, Francisco came in the following day to apply for his COA.
