STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 6, 2017 <br />Application Number: 2017-0706 <br />Property Location: 313 (aka 315) West Madison Street <br />Architectural Style/Date/Architect or Builder: Dormer -front bungalow/1877/1915/Benz House <br />Property Owner: Bernardo Contreras <br />Landmark or District Designation: Chapin Park Local/National Register District, local ordinance #9574-05 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This wood frame house with irregular plan sits upon a brick <br />foundation. The exterior walls are wood shingle, and the steep -pitched gable roof and front dormer are <br />covered in asphalt shingles, with two brick chimneys with corbelled caps. There is a porch across the full <br />width of the front, with the roof being an extension of the main roof, supported by brick piers with small <br />cross design at capitals, brick railing with stone caps, and concrete steps and floor. According to the 1987 <br />survey card, windows are wood 1/1 double hung with moulded entablatures, with a large picture window <br />in front, although most windows are boarded up for protection and this cannot be confirmed. The house <br />is located on a spacious site with a large gambrel roofed garage at the rear of the property, also with wood <br />shingle walls. <br />ALTERATIONS: The house was originally built in 1877 and remodeled in 1915. According to the <br />survey card, aluminum storm windows have been added. COA 2015-0303A for demolition of house and <br />garage was denied. COA 2016-0623 approved removal of overgrown landscaping and installation of new <br />architectural shingle roof. COA 2017-0214B approved completed replacement of basement windows <br />with glass block, and renewed COA 2016-0623 to reflect a new contractor for the roof installation. <br />APPLICATION ITEMS: See attached. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes: 1) Removal of existing cedar shake <br />siding, encapsulation of wood siding beneath with Tyvek house wrap, and installation of LP SmartSide <br />engineered wood siding with a Quad 4" pattern to replicate the existing siding. Corners will have 1x4 <br />Smart trim. Siding will be primed and have two coats of exterior latex paint. Cedar shake is in poor <br />condition. Condition of wood siding under shake is unknown but can be assumed to have significant <br />maintenance needs due to shake application over top and decades of deferred maintenance. Staff requests <br />an opportunity to document siding underneath shake upon removal. 2) Removal of existing wood double <br />hung 1/1 windows and replacement with Andersen 400 Series vinyl -clad double -hung windows, sized to <br />fit existing openings. Most windows have been mothballed for decades; improper sizing of boarding has <br />allowed water to enter. Oval window will be restored in-kind. 3) Demolish and fill in cistern to the West <br />side of existing rear door; remove rear porch, approximately 4'-0" x 21'4", and construction of a 14'x26' <br />2 -story addition on the North side of existing home (see attached plans). Windows and siding will be <br />continuous as installed on main house. 4) Convert existing garage to living space. Remove existing shake <br />siding and install SmartSide with 3" reveal to match main house; remove and replace existing windows to <br />match existing size and location; extend the existing gambrel roof over a new continuous 6' porch on the <br />west side (porch floor will be an extension of the concrete garage floor); support porch with four 8" <br />Turncraft 96"x8' unfinished fiberglass square columns; install a Therma-Tru Benchmark 6 -panel <br />insulated fiberglass door. 5) Install a Sierra Pacific 8' dog-eared cedar picket fence and two swinging <br />gates of the same material, to be constructed with 2x4 and 4x4 treated posts. <br />
