Commissioner Voll moved to approve application as submitted, remanding authority to staff to
approve replacement window if second floor door must be removed to accommodate new porch
roofline. Seconded by Commissioner Gordon. Eight in favor, none opposed.
Vote: 8 — 0
COA#2016-1109A Approved with minor conditions.
6. 511 West Colfax COA#2016-1018 Local Landmark
No representation.
Commissioner Molnar moved to deny application as submitted. Seconded by Commissioner
Anderson. President Klusczinski clarified that votes in the affirmative will support the motion to
deny the application and reminded the members to state their reasons when voting. Roll call was
ordered.
Commissioner Molnar (AYE) - lack of representation. Fee should be waived for reapplication.
Commissioner Gelfman (AYE) - materials have not been specifically brought here for the house
itself. More information is needed before making a decision.
Commissioner Buccellato (NAY) - motion is not in the best interest of the house. Would prefer
to propose an alternate proposal in keeping with staff recommendation — separating the porches
from the house itself. Not willing to deny the application outright.
Commissioner Voll (NAY) - Porte Cochere and porch are probably OK, given some idea of
alternative materials. Complete copper roof on the house should not be approved without further
exploration.
Commissioner Klusczinski (AYE) - unsupported stylistic changes. Not in keeping with group B
standards for the material evidence present on the structure. Applicant not present. Application
fee should be waived for a reapplication.
Commissioner Gordon (AYE) - copper not in character with original house roof. Fee should be
waived for new application.
Commissioner Anderson (AYE) - wants to look at different materials for this important Local
Landmark.
Commissioner Hertel (AYE) - confusion of verbiage in application vs. quote, inability to question
owner about other potential ideas, and the copper roof not being in character with the time frame.
Vote: 6 — 2
COA#2016-1018 Denied.
M. Preliminary plans are to
unveil Guard House in May 2017, at the International Studebaker Convention in South
Bend. Asked for HPC blessing on project. Discussion.
