STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: September 7, 2010 <br />Application Number: 2010-0907B <br />Property Location: 633 N. Lafayette Blvd. <br />Architectural Style/Date/Architect or Builder: Gabled-ell/1895 <br />Property Owner: Terri and John Califano <br />Landmark or District Designation: Chapin Park <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey wood sided home is set upon a T -plan <br />foundation with bays on the north and south sides of the home. The gabled roof has asphalt shingles. <br />There is an enclosed entry porch. The windows are 3 vertical sash/1 double hung with moulded crown <br />trim. There is an attached garage and wood deck at the rear of the house. <br />ALTERATIONS: The Assessor's Card states the date of this house as 1885, so there have been both <br />modifications and additions to the original structure. The addition of the two bays were noted in the 1949 <br />assessment. There is aluminum siding on the porch at the rear side of the house. The garage and the <br />porch were noted in the 1932 assessment. The wood deck noted on the 2005 survey is a modem addition. <br />The roof on the house is an architectural asphalt shingle replacement of asphalt shingles. <br />APPLICATION ITEMS: Tree fell on the house/garage. Work is to demolish/rebuild garage. Repair <br />exterior. Remove aluminum siding on porch and replace with cedar to match. <br />DESCRIPTION OF PROPOSED PROJECT: The applicants propose to rebuild the attached garage <br />and rear deck. With the siding materials salvaged from the demolished garage they propose to replace the <br />aluminum siding on the porch and use the remainder to do repairs on the body of the house. They have <br />discussed the change in the dimensions with Mark Lyons, Building Department and it meets City Code. <br />They propose to construct an Ultra Deck Fusion wood free standing 11x14 rear deck. The enlarged <br />garage will tie into the original house. It will be a wood frame construction on a new concrete pad with a <br />gable roof re -roofed in asphalt shingles to match the architectural shingles on the main body of the house. <br />The wood siding will also match the siding on the main body of the house. The porch door will be <br />replaced with a steel security door and the garage door will be a solid raised panel overhead door. All per <br />product information, site plan and drawings attached. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK: <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure built within the boundaries of the historic district, <br />or any new addition to an existing building. New construction should be designed considering the <br />appearance, scale, styles and setbacks of the other buildings in the neighborhood. New work may be <br />contemporary or may suggest motifs from historic buildings in the district. <br />A. HEIGHT AND PROPORTION <br />The majority of the structures in the district are two stories in height and have square or rectangular <br />plans. There are several houses that have L- or T-shaped or rambling ground plans. There are a few <br />single -story cottages and one- and one -and -a -half -story bungalows. The most prevalent fagade <br />proportions are between a 1:1 and 1:2 height to width ratio. <br />Required <br />The height of a new structure and its height to width proportions shall be consistent with adjacent <br />buildings in the district. The building height shall be no greater than that of the tallest existing structure <br />and no less than that of the lowest existing structure in the same block. Fagade proportion shall be <br />established by permitting no structure with a fagade wider or narrower than those existing in the same <br />block. Additions to existing buildings shall be related in height and proportion to the existing structure. <br />Recommended <br />
