STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: <br />Application Number: - <br />Property Location: <br />Architectural Style/Date: <br />Property Owner: <br />District Designation: <br />Rating: <br />June 2, 2009 <br />-2009-0601 -- - - <br />809 Forest <br />American Foursquare/1890 <br />Elaine and Bobby Meyer -Lee <br />Chapin Park LHD <br />Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The home is a two storey with an irregular floor <br />plan set upon a brick foundation. The roof is hipped with side gables and cornice returns and <br />covered with asphalt shingles. The chimney is slightly offset with corbelled brick. The exterior <br />walls are 4 1/2" wood clapboard with frieze and molded cornice and corner boards there is a full <br />width front porch with four slender turned spindle columns, a concrete floor and molded cornice. <br />The windows are 1/1 double hung with molded entablatures. <br />ALTERATIONS: The rear porch was enclosed and a one storey addition built onto the rear of <br />the house. A bay window was added to the west side of the house. The barn noted in the 1987 <br />survey card has burned: There are aluminum storm windows and a new roof. The original <br />wooden porch has been replaced by concrete. A second storey addition in the rear of the house <br />was approved by the Commission in April, 2009. <br />APPLICATION ITEMS: <br />Replace rotting picket fence in front of side yard with new wooden picket fence 4' tall, and <br />continue on south side of yard to attach to existing fence at rear (on north) of yard. <br />See Photographs 1-3. <br />DISCRIPTION OF PROPOSED PROJECT: The homeowners wish replace a rotting white <br />picket fence along the front of the side yard with a new wood picket fence 49' long, 4' high and <br />then continue this wood picket fence on the south side of yard, 11' long 4' high to connect with <br />existing wood fence on rear and north sides. This would enclose the yard. (See Diagram A) The <br />materials would be wood fencing, either treated or cedar in a style compatible with immediate <br />neighbors. This would be most likely spaced French Gothic just like the current front fence per <br />attached Menard's flyer. (See Exhibit A) <br />STANDARDS AND GUIDELINES: <br />B. BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly <br />shaped, of varying topography and with different setbacks with regard to plots. Alleys are <br />generally behind houses. Landscape accessories like fences are unique to each structure. Chapin <br />Place presents a unique situation within the district. Applications from properties that have <br />property lines on Chapin Place will be considered on a case-by-case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches <br />(visible from the street) as well as trees located in a yard or tree lawn which reflects the <br />
