storey clapboards are covered with vinyl siding. The diamond paned windows in the transoms <br />are original but the double hung windows appear to be replacement windows. The porch details <br />have been restored but the balustrades have been removed and the owner has located <br />replacements. The rear of the house appears to have been altered to accommodate multi family <br />use and has been modified to eliminate a back entrance. <br />------_--- <br />APPLICATION ITEMS: Add grass in the backyard. Add privacy fence in the back yard next to <br />alley for safety and security and for parking safety (many items have been stolen out of the back <br />yard) and landscaping per attached. <br />DISCRIPTION OF PROPOSED PROJECT: The home owner wishes to install a privacy <br />fence with gates per attached diagram on site plan using 5 %2" wide -6' high pressure treated dog- <br />eared picket fence with matching gates along the sides and back of the house. The fencing will be <br />installed behind the set back and will enclose the back yard along the alley. The home owner also <br />proposes to remove the current landscaping features that are not original to the house and replace <br />them with Cedar or Holly, Serena prefers Holly, bushes along the sides of the house and the front <br />of the porch per the diagram and set topiary style arbor vitae at the east and west corners of the <br />porch. <br />STANDARDS AND GUIDELINES: <br />Building Site and Landscaping: <br />1. Required <br />Major landscaping items, trees, fencing, walkways private yard lights, signs (house numbers) and <br />benches which reflect the property's history and development shall be retained.. Dominant land <br />contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, <br />swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, <br />trellises and other similar structures shall be compatible to the historic character of the site and <br />neighborhood and inconspicuous when viewed from a public way. <br />2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property <br />found in photographs, drawings and newspapers. Plant materials and trees in close proximity <br />to the building that are causing deterioration to the building's historic fabric should be <br />removed. However, trees and plant materials that must be removed should be immediately <br />replaced by suitable flora. Front yard areas should not be fenced except in cases where <br />historic documentation would indicate such fencing appropriate. Fencing should be in <br />character with the building's style, materials and scale. <br />STAFF RECOMMENDATION: Staff recommends approval of both the fencing enclosing the <br />sides and rear of the property off of the alleyway and the landscaping in the front of the house. <br />Both projects are in -scale and sympathetic to the architectural style of the residence. <br />Petitioner was NOT present at the meeting. <br />Motion to approve as presented: - <br />Made: Linda Riley Second: Todd Zeiger Vote: 6-0 <br />PA <br />
