Todd Zeiger: May I give an update on the Preservation Plan since we were talking about that?
<br />Briefly ... I did talk to the State Historic Preservation Office, Steve Kennedy, and we can apply for
<br />DHPA grant for professional assistance in writing the new preservation plan in that's the way
<br />that we wanted to go, uh.. it's a one to one match maximum $30,000, so whatever you ask for you
<br />have to match dollar for dollar. We can apply for up to $30, 000, I'm not expecting that to be the
<br />case, but I'm saying that's the limit. I've got calls into a couple various places to see how much
<br />they paid to have their plans worked on. I think that it would be helpful to have some outside
<br />consultation to work within the neighborhoods and in the districts as an impartial liaison in this
<br />process, that's why I'm kind of pushing this to be an idea. I'll find out some numbers, but I
<br />guessing that you're talking about a range of $20, 000 to $30, 000 range for the whole project,
<br />with booklets, done, delivered.

<br />VI. HEARING OF VISITORS
<br />Thank you madam chairwoman, Don Sporleder, professor of architecture emeritus, University of
<br />Notre Dame, and resident of the town of Roseland. Mark your calendars and welcome to all of
<br />you to attend this coming Saturday, July 22n the Highland Games and Celtic Festival at the
<br />Roseland Town Park. This Saturday, come on out. Also, may I also commend the Commission
<br />for effectively working together with Historic Landmarks Foundation of Indiana, and the Center
<br />for History on the restoration of Navarre cabin in Leeper Park, too bad that Indiana stone is not
<br />in place, but good job, well done. And in the spirit of that just note that the cabin did work well in
<br />Cabin Days that was just on the calendar last Saturday. And well attended too, and important
<br />facet of Leeper Park, and uh there are still tasks in the Leeper Park restoration that need to be
<br />done. I would request the help of the Commission in listing as locally historically significant that
<br />first covered bridge, that crosses the St. Joseph river in South Bend. You know where that is,
<br />documentation was put together several years ago by the Center for History, with students of the
<br />University of Notre Dame. I did forward to you all that memo from the Dept of Transportation,
<br />Federal Highways and the National Historic Covered Bridge program, an intriguing one.. it
<br />seems to me that it would be fairly important that we in South Bend would identify and list as a
<br />historic place that spot across the St. Joseph river where Coquillard, that covered bridge, my
<br />shirt illustrates what it was, a few years ago it was in place, and I'd ask the help of the
<br />commission in identifying that could that it could be possible eligible for listing on the National
<br />Register of Historic Places. On that same point there is another aspect in Leeper Park and that
<br />again is the development of that underpass for development of a peopleway, or even a carriage or
<br />bicycle, underneath that south span of the Michigan Street bridge. That's our 933 at present
<br />under Indiana DOT. It seems tome an ideal opportunity for that to come to be. If we need to
<br />push INDOT a little, they have their annual meetings scheduled for August 1 our district,
<br />LaPorte District, and I would suggest that if anyone could make it, it would be a good session to
<br />attend. Again, I would ask the help of the commission to keep pushing to bring that former
<br />underpass back to life underneath that south span of the Michigan Street bridge to bring together
<br />the East and West parts of Leeper Park for all to use safely. On that point, I'd ask the help of the
<br />commission in looking forward to 1907 (2007), that first weekend in April, will be an important
<br />time to celebrate a series of important birthdays, and we'll have a major river cleanup then,
<br />either March 31 or April 2 but that happens to be the National Architects Week, and I think
<br />that the city is actually recognizing it. But its also the birthday of ....ofMichiana Watershed,
<br />that had that first major clean up just 50 years ago, so 2007 is a good time to celebrate its V
<br />birthday, Youth Services Bureau comes up with its 30` birthday in 2007, and of course the AIA
<br />will be celebrating its 150`" birthday that first week in April as well. Come on out for the birthday
<br />bash on April 7` Thanks much.
