John H. Oxian, President
South Bend and.St. Joseph County
HISTORIC -PRESERVATION COMMISSION
227 WEST JEFFERSON BLVD.
SOUTH BEND, IN 46641-1830
Phone: 574-235-9798 Fax: 574-235-9578
e-mail: historic@michiana.org
Ms. Tonya Zozula
Community & Economic Development
City of South Bend
A Certified Local Government
Friday, May 16, 2003
RE: Oliver School Salvage & Demolition Bids
Dear Tonya:
Karen R. Hammond -Nash, Director
The bid information you supplied me regarding the proposed salvage and demolition work ap-
pears to conform substantially to the requirements of the Certificates of Appropriateness awarded by the
HPC last September, assuming that the crockery and pilasters on the North, West and South elevations
are correctly identified, using the drawings Greg Kil supplied with the City's C of A Application.
The preservation of mature trees, using the safeguards against root compression recommended by
the City Forester, was not specifically listed in the bid information, which I assume was because it was
included in the base bid for demolition and site restoration.
While salvaging some brick is a fine idea, HPC does not require it.
The HPC is in total agreement with the City's priority of keeping the preserved items listed in the
Certificate of Appropriateness for reuse on the Oliver site.
As we have discussed, several individuals and small businesses have expressed interest in pri-
vately obtaining some items from the interior or exterior of the school, and Memorial Hospital has ex-
pressed interest in obtaining and reusing the great majority of the valuable architectural stone and terra
cotta, which is not on the present salvage list, in another significant building. I understand from your let-
ter that the City intends to refer all such interested parties directly to the salvage and demolition contrac-
tor to negotiate such matters.. -
--- -------
Does the City have any information as to which contractors are most willing, or best able, to ac-
commodate salvage requests or negotiations? The HPC believes that there would be a huge public bene-
fit to such salvage and reuse, especially that proposed by the hospital for a major down town building.
We would suggest that the abilities and willingness of the bidders to work with public and private entities
that wish to purchase other salvage items, both inside and outside the building, be considered in awarding
this contract, as that salvage would be of great value to the citizens of South Bend.
If you are keeping a list of individuals and organizations that wish to salvage or purchase small
items, please add HPC to that list. We would like to obtain several bookshelves and a couple of lockers,
if the prices are acceptable to the County Purchasing Department, or if someone will donate them for us.
Yours,
e' -r -tri ,,z%7-/ id''L
Karen R.
