STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0712 <br />Property Location: 1624 East Wayne <br />Property Owner: Cathedral of St. James Episcopal Church <br />Landmark or District Designation: LHD-EW <br />Rating: NC <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1952 by Joseph and Frances Barnette. Mr. Barnette was <br />the president of the I" Bank & Trust Company of South Bend. They eventually sold the <br />house to the current owner, the Cathedral of St. James Episcopal Church. <br />RECOMMENDATION <br />The Preservation Guidelines for the East Wayne Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to demolish a 20'x20' garage. They will replace the <br />garage with another two -stall approximately 24'x30' in size, which will be similar to the <br />old garage in style. <br />This application came in very late and has only been placed on the July agenda <br />because the owner was worried about the stability of the existing garage. The owner has <br />stated that the garage is leaning and has a large amount of deterioration caused by <br />termites. Since the application came in so late, the staff was unable to obtain the required <br />information regarding the make-up of the new garage. As such, the staff will forego any <br />recommendation regarding the new structure and will leave it to the owner and contractor <br />to answer all questions at the July 16th meeting. <br />Both the HPC Director and Inspector have been out to the site to review the <br />condition of the garage. After a brief consultation, both concur that from the outside the <br />garage appears to be very sound and in need of only minimal repairs. The existing <br />garage has wood clapboard siding, asphalt roof and two -stalls. The service door is <br />located on the side of the garage. As viewed from the outside the garage has some <br />clapboard damage around the base, however, the termite damage does not appear to start <br />until five or six boards up from the ground.
