STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0713 <br />Property Location: 620 West LaSalle <br />Property Owner: Kathleen Erhardt <br />Landmark or District Designation: LL <br />Rating: S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />David and Charles Woolman built this Greek Revival Style house in 1876. The <br />Woolman brothers, David, Charles, and George, came to South Bend from New Jersey in <br />1845, they were active in the masonry business. Besides constructing this house they <br />also built homes at 615, 628 and 629 W. LaSalle. The family used the house at 620 W. <br />LaSalle as a rental until 1890 when it was sold to Michael Matthews, a clerk at the Oliver <br />Corporation. He resided in this house until 1899 when he sold it to Carrie Reynolds, <br />widow of John F. Reynolds, the first cashier of the Citizens National Bank. Mrs. <br />Reynolds resided here until 1919, when she relocated to the Windmere West Hotel in <br />Chicago. The house was sold that same year to Agnes Krueger, the president of the <br />Frances Shop in South Bend. The house saw numerous owners over the next several <br />decades until it was eventually sold to Oscar Brookins. Mr. Brookins is currently selling <br />the property on land contract to Kathleen Erhardt. <br />RECOMMENDATION <br />The Preservation Guidelines for Local Landmarks follow the Rehabilitation Model. <br />The applicant is requesting several projects for this property. <br />1) Construct a small deck off back door (owner will supply dimensions at <br />Meeting). The deck will be made of wood and will abut the house and <br />garage, but not attach to them. <br />2) Replace existing wire and chain link fencing along the sides of the rear <br />yard with 6' tall wood privacy fence, -stockade style, (see map for <br />outline). The fence will drop down to a 4' tall privacy fence at the rear <br />line of the house. Where the fence drops to a 4' fence on the east <br />fagade a section of 6' fencing will close off the rear yard by running up <br />
