Commission Retreat, Historic Preservation Commission of South Bend & St. Joseph County <br />kr <br />Commission Revolving Loan Fund: <br />1) The establishment of a revolving loan fund was discussed as an effort to provide an <br />incentive for locally designated districts and landmarks. Members discussed <br />application procedures, methods for awarding funds, and potential funding sources <br />for start-up funds (such as Norwest through their CRA rating). A special committee will <br />be formed to work towards the creating of this fund. <br />Updating Commission Ordinance/Bylaws: <br />1) A proposal by a city consultant to bring the Commission ordinance in line with the <br />State Enabling Legislation was discussed. Members suggested the existing ordinance <br />should not be amended with the exception of one provision: interim protection. This <br />provision could be critical in preventing demolition of pending landmarks (i.e. Roma <br />Building, Blake Gardens, VNA Rowhouse). <br />2) Instituting term limits was proposed as a way to encourage new ideas, continue to <br />rotate responsibility, and ultimately prevent a complacent Commission. Members <br />suggested this item be placed in the Legal Committee. <br />Increasing COA Fees: <br />1) Members had a lengthy discussion on the pros and cons of raising the COA fees. <br />Everyone agreed they should be raised but not significantly with increased revenue <br />being the primary motive. A three-tier structure was suggested for in-kind work, <br />routine, and new construction. Members also agreed that fees for government- <br />owned proposals should be waived. Members suggested this item be placed in the <br />Budget and Finance Committee. <br />Public Relation Efforts: <br />1) Members agreed there should be a greater emphasis on renewed public relation <br />efforts included programs throughout National Preservation Week, workshops <br />within the historic districts, preservation awards, and increased media coverage. <br />Members suggested either a committee be formed to work towards these goals <br />and/or work with liaison committees. <br />os4/9/22/98 <br />Page 2 <br />
