CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />STANDARDS <br />I.B.1. Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property <br />found in photographs, drawings, and newspapers. New site work should also be appropriate to <br />existing surrounding site elements in scale, type and appearance. <br />II.B.1. Required <br />The existing shape and material of the roof shall be retained. All architectural features which <br />give the roof its essential character, such as dormer windows, cupolas ... shall be retained. <br />II.B.3. Prohibited <br />Nothing shall be done to change the essential character of he roof as viewed from the <br />thoroughfare by adding architectural features, large, unsightly fixtures, or by using roofing <br />material inappropriate to the style of the house. <br />II.C.2. Recommended <br />When awnings are used, they should be of canvas material. <br />II.C.4. Not Recommended <br />Metal, vinyl, or fiberglass awnings, hoods, or shutters that would detract from the existing <br />character or appearance of the building should not be used. <br />RECOMMENDATION <br />The owner of 202 S. Jacob, Mr. Lamie, has submitted drawings and an outline of work he is <br />proposing to complete over several months. He has submitted these plans to the Commission <br />to get an understanding as to how the Commission will react to them and to obtain suggestions. <br />However, the owner has only applied for approval of part of this future vision. He is requesting <br />to change existing flat roofs over the garage and sun room to hip roofs, to install two awnings <br />and to add five trees and landscaping to the front yard. First, the applicant wishes to alter the <br />roof pitch over existing additions to the house, namely the garage and sunroom. Neither of <br />these additions are original to the house, nor are they of any historical significance. By giving <br />the additions hip roofs, it will avoid any future or existing water problems caused by the flat <br />roofs and will make the additions flow, stylistically, with the house. Second, the owner is <br />requesting to install two green canvas awnings over the first floor front bay windows. The <br />canvas awnings would be consistent in color with the houses shudders and would give the <br />occupants more privacy and shade while still allowing visibility. Third, the applicant proposes <br />to plant three evergreen trees, two ornamental trees, an evergreen hedge, a mulch bed and stone <br />walk. This house in the past has had extensive growth in front of the house, most of which was <br />very over grown and attacking the house. This growth has been removed by the owners, which <br />has left the house in an unnaturally exposed state. The proposed landscape changes would <br />succeed in concealing the garage, while introducing controlled landscaping back to the house. <br />The staff finds the reshaping of the flat roofs, the addition of awnings and the proposed <br />landscaping to be in compliance with the districts guidelines and recommends approval. <br />
