<br />This contract for the re -survey -of St. Joseph County shall be in force from this first day of
<br />December in the year of 1998 between the Historic Preservation Commission of South Bend and St. Joseph
<br />County and the Westerly Group, Inc. of 556 West 1175 North Road, Farmersburg, Indiana, 47850, until
<br />completion -of said contract, which shall occur on or by the first day of August, in the year of 1999. This
<br />contract shall be for the wok described and the meeting of conditions described in the attached sub—
<br />paragraphs as stated below; and shall be completed and executed for the total amount of Forty -thousand,
<br />five -hundred -dollars ($40,500.00).' This amount shall be paid according to terms listed within this
<br />document, commencing with the first day of the life of this contractual agreement, which is signed by both
<br />parties, which have entered into said contract.
<br />A re -survey of the St. Joseph County Historic Sites and Structures Inventory, located throughout said
<br />county in all rural areas and incorporated towns with the exception of the City of South Bend and the City, of
<br />Mishawaka. This survey encompasses approximately 400 square miles and the identification of some 1800
<br />properties and individual listings. The Townships included in the re -survey area shall include: Harris, Clay,
<br />German, Warren, Olive, Penn, Portage, Centre, Greene, Madison, Union, Liberty and Lincoln. This is a re-
<br />survey of St: Joseph County done in 1985. The survey will identify and rate individual landmarks, including
<br />farmsteads, potential rural historic districts, scenic and landscape resources.
<br />A grant has been awarded by the Department of Natural Resources. Division of Archeology for the
<br />activities involved in the re -survey. This grant is funded by the National Park Service, Department of the Interior,
<br />and administered through the Division of Historic Preservation and Archeology.
<br />The following conditions are part of the bid nrapg5al and will be anartgLtbe nroiect award contract:
<br />(1) Bidders must meet the professional standards given in 36 CFR 61, and must be able to demonstrate
<br />Previous experience in completing a Historic Sites and Structures Interim Report Publication. A resume
<br />outlining qualifications and experience must accompany the bid proposal. The successful bidder must be
<br />approved by the Indiana•Division of Historic Preservation and Archeology .(DHPA), Indiana Department
<br />of Natural Resources, before a contract can be awarded.
<br />(2) . Bidders shall provide a firm fixed-price bid, and include in the bid all travel, supplies, and miscellaneous
<br />costs which mightbe incurred in completing the project.
<br />(3) The bidder shall adhere to and the project shall be conducted in Accordance with the Secretary of the
<br />Interior's Standards and Guidelines for Identification, Evaluation and Registration and DHPA Survey and
<br />Planning Grants Manual.
<br />(4) The successful bidder shall be required to provide a finished product which shall include survey data
<br />cards and data -base entry of information for the anticipated publication of a summary report. Editing
<br />and publication of the summary reports are not a part of the project. Electronic data base information,
<br />shall be on three -and -one -half-inch double sided, high density, 135 tracks per inch disks minimum and
<br />compatible with a Windows 95 operating system. The Westerly Group shall also supply preliminary
<br />survey forms and USGS maps. 'Photographs shall be standard 35mm, black and white.
<br />(5) Twenty (20%) percent of the contract amount will be paid at the time a contract is signed. Fifteen (15%)
<br />percent will be withheld until the final product has been reviewed and approved by the DHPA.
<br />(6) Awarding of this contract shall be contingent upon approval by the DHPA which shall be obtained
<br />before a contract will be jet.
<br />(7) In all hiring or employment made possible by or resulting from Historic Preservation Fund grant awards,
<br />the consultant: (1) will not discriminate against any employee or applicant for employment because of
<br />race, color, religion, sex; age, or national origin, and (2) will take affirmative action to ensure that
<br />applicants are employed,and that employees are treated during employment without regard to their race,
<br />color, religion, sex, or national origin. This requirement applies to, but is not limited to the following:
<br />employment, promotion, demotion, or transfer; recruitment or recruitment advertising, layoff or
<br />termination, rates of pay or other forms of compensation, and selection for training, including
<br />apprenticeship.
