I believe that this is the first major construction project that involves a Local and National Historic <br />Landmark within the City of South Bend. The Historic Preservation Commission took into account the need for <br />possible upgrading of the building and the necessity to install and remove well sites throughout Leeper Park when <br />the park and building were historically designated. The items and questions that are referred to in this letter should ' <br />NOT be construed as any opposition or an attempt to be burdensome to the construction project, but rather the <br />fulfilling of this department's responsibilities. <br />The Historic Preservation Commission of South Bend and St. Joseph County is designated by the Indiana <br />State Historic Preservation Office as a Certified Local Government. This elevated responsibility of review allows <br />for this Commission to review and designate historic sites and structures. It also allows us to review and comment <br />on projects affecting historic sites and structures, even.the 106 review process. <br />An archeology probing and limited dig was conducted on October 23, 1998 by the Archeology <br />Department of Indiana University, South Bend campus for the area directly east of the pump station. Results <br />indicated the original carriage drives and formal rose garden in the park. We see from boring reports done by <br />Earth Exploration of Indianapolis, Indiana that they too found original remnants of the park. <br />We understand that there will be a meeting on Friday, November 6, 1998 with the contractors who's bids <br />were selected to preform the project. We will await word from you as to when we will be able to meet with these <br />individuals and look forward to reviewing answers to the various topics that are listed in this letter. <br />As always, when we deal with the Water Works Department we anticipate a completely organized, hassle <br />free and co-operative atmosphere. To this point we have experienced just that.
