Due to a change in the position of the <br />Director of this Commission it was necessary to review current projects that affect this department. After some <br />delay in ' obtaining specifications and prints from. the Board of Public Works, our, request through the Water Works <br />Department was finally fulfilled. Because of the ,delay, our digestion of this project's scope has just been finalized. <br />I met with John Wiltrout yesterday 'afternoon to review the entire project. John was most accommodating <br />as usual and the re . view process produced the following items needing clarification: <br />1. The Certificate of Appropriateness issued on August 17, 1998 (1998-0715) carries the recommendation <br />that the Director of the Historic Preservation Commission meet with the chosen contractors to discuss the park and <br />building historic significance. This is extremely important because there is NO mention in the Specifications as to <br />the historical significance of the building or the park grounds. Due to the fact that there was no 106 review for this <br />project, some of this information was omitted. (Sec. 13) <br />2. There does not seem to be a clearly organized 'method for the convergence of construction equipment into <br />Leeper Park nor the designation of a confined work area within the park. (See 13.7; See. 0 10 10) <br />3. The removal of historic portions of the building and park are not clear as well as the disposition of these <br />items. (Sec. 02050) <br />4. Location of the Siamese connections, valves, etc. concerning the fire sprinkler system. (Sec. 15300) <br />5. The Northern Indiana Historical Museum's . annual Cabin Days in May seems to be in question, and this <br />directly ties into the location of the 'work areas, c Ionstruction material storage, etc. <br />6. Location and detrimental effects of the acid and gas vents (15400, 15575) <br />7. Unacceptable use of Portland,Cement on brick surfaces in the building per National Park Service <br />Directives. (Sec.' 16050) <br />Drilling and boring for electrical piping through exterior walls. (Sec. 16050) <br />9. Pre -arraigned procedure for the Historic Preservation Commission to view, inspect'and review portions of <br />the construction project during execution. <br />COMMISSIONERS <br />John Borkowski Adrian Fine J.
