B. Second Reading Proposed Local Landmark Designations
1) 828 East Jefferson - Perley House
Mr. Oxian asked for assistance in deciding the best course of action to follow
in designating this property. He stated that according to Aladean DeRose a
building that is in the process of being moved can be designated as a landmark
with out its original site. Mr. Oxian read the letter he received from
Aladean DeRose. He then noted that the person who is buying the house was not
present. Mr. Oxian asked if the commission wanted to approve it and send it
on or wait a month. Mrs. Sporleder stated that the commission should get on
with it.. Mr. Duvall interjected that the person who was supposedly buying the
property, Richard Johnson, had said that he expected to have closed on the
property last Friday. The proposed location for the move is currently the
southeast corner of Jefferson and Eddy, which is lot number one of Sunnymede.
However, Mr. Johnson does not have site control of that lot. There was a
previous site at 216 South St,. Louis which remains unclear whether he has
totally abandoned this site or not. Mrs. Sporleder asked why it had to be
moved. Mr. Duvall stated that it has been encroached upon by a new building
built by Weiss Homes, the current owners of 828 E. Jefferson. He explained
that Weiss Homes had used the house as their office until they built a new
office building behind the house with the intention of tearing the house down
when the new building was complete. Mr. Duvall noted that he had sent them a
• letter asking them to put the house up for sale so it can be moved instead of
torn down. Weiss Homes graciously agreed to go along with this idea. Mr.
Duvall stated that he had a telephone conversation this afternoon with Dave
Weiss, the President of Weiss Homes, in which he requested that the proposal
be tabled until the sale is final. Mr. Weiss does not want it to be
landmarked until there is a secure purchaser, since Mr. Johnson does not
appear to be a sure thing. Mr. Duvall explained to him that if the commission
recommended the proposal it did not mean that it would happen. - Mr. Weiss
proposedthat the commission table the proposal. Mr. Duvallsaid the
commission could also recommend the proposal with the understanding that the
ordinance not be sent forward until the sale is final. Mr. Weiss was not
completely comfortable with that solution but. he realized he could still
oppose the final landmarking. Mrs. Hostetler stated that she was for tabling
the proposal. Mr. Oxian noted that if the commission landmarks it with out
the owners consent it might reflect badly on the commission and if the they
table it then the commission is still cooperating with the parties involved.
Mr. Oxian also mentioned that he thought that moving the house to Wayne Street
Historic District was a mistake and if the commission approves it there could
be a lot of trouble. He suggested if a motion was made to approve it that it
should only approve the St. Louis Street location. Mrs. Sporleder stated that
they should go ahead and recommend it so that there is less chance that the
building will be demolished between now and next months meeting. She used
Blake Gardens as an example. Mr. Oxian disagreed due to -Weiss Homes past
cooperation with the commission. He noted that Mr. Duvall should write the
owners a letter telling them that Mr. Johnson did not show up at the meeting
so the commission tabled the proposal for a month to see what happens.
• Catherine Hostetler moved to table the motion. John Oxian seconded the
motion. The motion passed with Joann Sporleder abstaining.
IV. Regular Business.
