CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1997-1103 <br />• PROPERTY -- 1215 Riverside Drive <br />South Bend, IN <br />OWNER -- Logan <br />DESIGNATION -- LHD-RSD <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1902 by the Portage Land Company, which was operated <br />by the presided H.G. Miller and the secretary, Byron B. Miller. The Company <br />rented the -house out to Howard & Emily Webster, a roadmaster for C.I. & S._ <br />Railroad, for the first six years. In 1908 Byron B. Miller sold the house to <br />Burr F. Augustine for $4,350.00. <br />Mr. Augustine was born in New Carlisle on September 5, 1869. He married <br />Ethlyn Baldwin on June 26, 1895, a year later the couple moved to Kansas City <br />Missouri so Mr. Augustine could work for the Derdoff Lumber Company. In 1903 <br />they moved to St. Louis Missouri where he worked for the Lewis Verner Sawmill <br />Company. Three years later the -couple returned to South Bend where Mr. <br />Augustine started his own wholesale lumber dealership, which he would continue <br />to own and operate for over 39 years. Mr. Augustine remained an active in <br />business as well as in community politics and associations until his death in <br />1945 at age 75. His wife Ethlyn continued to live in the house until 1951 <br />• when she sold it to Harold W. Kinsey. <br />Mr. Kinsey was the chief auditor of the Standard Oil Company.. He and his <br />family resided in the house until 1969 -when they sold it to Deane and Judith <br />Jenney. The house exchanged hands four more times before it was purchased by <br />the current owners, Logan Council for the retarded of St. Joseph County, in <br />1984. <br />The garage which is subject of this application appears to be original to the <br />development of this site. It is indicated on the 1917 Sanborn insurance map. <br />PROPOSED CHANGE <br />Applicant proposes to demolish the garage due to its poor condition. <br />STANDARDS <br />The Preservation Guidelines for Riverside Drive Local Historic District: <br />b) .... The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model..... <br />I.B.3. Prohibited <br />No changes may be made to the appearance of the site by removing old <br />plants.... outbuildings, and other elements before evaluating their importance <br />to the property's history and development. <br />V.A. General <br />Buildings in th district should not be demolished except where a building <br />poses a threat to the public safety, and demolition is the only alternative. <br />Documentation of interior and exterior features of thb original building.... is <br />encourage. Measured drawing and photographs may be submitted to the Historic <br />Preservation Commission for safekeeping and future reference.. <br />• <br />
