CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1997-1029 <br />PROPERTY -- 701 Riverside Drive <br />0 South Bend, IN <br />OWNER -- Julia DesLauriers <br />DESIGNATION -- LHD—RB <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was sold William Mack and family by Hammond and Whitcomb on January <br />19, 1907 for $3,800.00. Mr. Mack co—owned the house with several other <br />members of the Mack'family. The Macks used the house as a rental until they <br />sold it to Edward A. Mechling on July 1, 1915. Mr. Mechling also used. the <br />house as a rental. He sold it in 1918 to Frank 0. Camp. Mr. Camp rented the <br />house out for two years,eventually selling it to Albert Leopold in 1.920. Mr. <br />Leopold sold the house five months later to Burton Oliver. <br />Mr. & Mrs. Oliver were the first known owners to have lived in the house. <br />They resided there until 1944, however, they continued to own the house until <br />1952. Mr.. Oliver was the Vice President and manager of Oakland Motor Sales <br />Company. Mrs. Georgia Oliver was a teacher in the South Bend Public Schools. <br />The couple married on March 11, 1879 in Kalamazoo, Michigan. In 1944 they <br />moved back to Kalamazoo where Mrs. Oliver got a job at Western Michigan <br />University. When they left they rented the house to Irving G. & Edith Albert. <br />Mr. Albert was a mail clerk. They rented the house until 1952 when they <br />purchased it from the Olivers, however, the Alberts moved two years later. <br />• Eventually the house was purchased by Barbara Sylvester who sold it to her son <br />Mark in 1982. Mr. Sylvester lived in the house until he sold it to Peter <br />Schilling in 1992. Mr. Schilling owned the property for two years, he sold it <br />to the current owner, Julia DesLauriers, in 1997. - <br />PROPOSED CHANGE <br />Applicant proposes to replace exiting,concretesteps in front of house with <br />new concrete steps overlaid with brick. <br />STANDARDS <br />The Preservation Guidelines for River Bend Local Historic District: <br />b) .... The Guidelines for the River Bend District follow the Rehabilitation <br />Model.... <br />I.B.2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings. and newspapers. New site work <br />should be appropriate to existing surrounding site elements in scale, type and <br />appearance. <br />II.D.1. Required <br />Existing or original porches and steps, including handrails..... shall be <br />retained or replaced by replicas of the same design and materials when <br />deteriorated beyond repair. <br />II.D.3. Prohibited <br />Front porches and steps that are important to the building's style and <br />development may not be altered or removed. <br />0 <br />
