1� <br />• MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Regular Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday June 16, 1997 7th Floor County -City Building <br />I. Call to.Order <br />John Oxian, president of the commission, brought the meeting to order at 7:45 <br />p.m. as a committee of the whole in the absence of a quorum. <br />II. Roll Call <br />Commission members present were: Martha Choitz, Adrian Fine, Catherine <br />Hostetler, & John Oxian <br />Commission staff present was: David Duvall, director and Aladean DeRose, <br />counsel. <br />Also attending the meeting were: Gary Derbin, Mr. & Mrs. Wm. Albright, Linda <br />,Fitschner, and Bob Rousled. <br />III. Public Hearing <br />(The committee of the whole determined on the advice, of counsel that the <br />commission could constitute a quorum by contacting an absent member by <br />telephone for limited consideration of the COA application of the Albrights <br />who were in attendance. All other official business was deferred to a future <br />date.) <br />• A. Certificates of Appropriateness <br />1) 1997-0528 - 1721 East Wayne Street, replacement windows <br />Staff presented the Staff comments with supporting photographs, noting that <br />the applicants -and their contractor, Gary Derbin, were present. Mr. Durbin <br />presented a sample of the proposed window type. <br />Mrs. Choitz moved for approval of the COA. Mrs. Hostetler seconded the motion. <br />Mr. fine noted that he felt the sandwich muntins (between two panels of glass) <br />created a significant alteration but that in this case the selected windows <br />were not as.character-giving as the French doors and that the existing storm, <br />panels presently obscured the effect of the muntins. On balance he felt the <br />sandwich muntins created an effect truer to the original than interior muntin <br />systems and felt the replacement was appropriate. Mr. Albright stated that he <br />felt the French doors were irreplaceable with beveled glass, etc. Mr. Oxian <br />noted that there had never been an application to replace French doors. Mrs. <br />Albright noted that the French doors were problematic for thermal efficiency <br />and Mr. Oxian agreed, stating that many new homes still featured French Doors <br />although they were not greatly improved in energy efficiency. Mr. Duvall <br />concurred in this. The motion passed unanimously with Mrs. Choi,tz contacting <br />Mrs. Petrass by telephone for her vote. <br />in the absence of a Quorum Mr. Oxian indicated that a special meeting would <br />need 'to be called with the consensus being that the June 30 would be <br />convenient and would meet the requirements of the ordinance for timely review. <br />In reviewing the necessity of meeting the 45 day review requirement and <br />available dates, both Mr. Duvall & Mrs. DeRose indicated that they would. be <br />. away on July 21, the regularly scheduled date for the July meeting. It was <br />agreed to resolve the date of the July meeting at the June 30 meeting. <br />page 1 <br />
