• MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Special Monthly Meeting County.Commissioner's <br />7:30 p.m. Conference Room <br />Monday June 30, 1997 7th Floor County -City Building <br />I. Call.to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: Martha Choitz, Adrian Fine, Catherine <br />Hostetler, John Oxian, Janeanne Petrass, Joann-Sporleder, & Jerry Wiener. <br />Commission staff present was: David Duvall, director. <br />Also attending the meeting was: Donald Sporleder <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1) 1997-0521 - 1421 Riverside Drive - Storm door replacement <br />Mr. Duvall presented the Staff Report and circulated photographs noting that <br />this application was after the fact and that the photographs indicated the <br />proposed condition. Mrs. Choitz moved to approve the application with a <br />recommendation that the storm door be painted white. Mr. Fine seconded the <br />motion. <br />Mr. Oxian observed in regard to the after the fact nature of the application <br />that the applicant was one of the Liaison representatives from this district. <br />Both Mrs. Sporleder and Mrs. Choitz indicated that they felt that fact to be <br />irrelevant to the issue of this application. Regarding the issue of color <br />noted in the Staff Report, Mrs. Sporleder felt that the commission could only <br />recommend that the door be painted in accordance with the general color <br />scheme. Mr. Oxian agreed that the commission did not regularly regulate color <br />,and therefore should not in this instance. <br />The motion passed unanimously. <br />2) 1997-0530 - 631 Lincolnway East - rear yard fencing <br />Mr. Duvall presented the Staff Report and circulated photographs. After. some <br />discussion to make the plan exhibits clear Mrs. Hostetler moved to approve the <br />application. . Mrs. Sporleder seconded the motion. The motion passed <br />unanimously. <br />3) 1997-0604 - 1615 East Wayne Street - Window replacement <br />Mr. Oxian asked if all information was available for this application. Mr. <br />Duvall responded that he had still not received a reply from the contractor as <br />to whether the weight of muntin grid could be mixed with this line of windows. <br />,Having so noted, Mr. Duvall presented the Staff Report. In the absence of the <br />final information on the availability of muntin systems the Mr. Oxian <br />suggested that the matter should be referred to Standards & Maintenance <br />Committee. Mr, Fine asked if the windows were beyond repair. Mr. Duvall <br />responded that this determination, was very subjective especially with regard <br />. to the issue of proper weatherization, and that he had not had an opportunity <br />to make such a determination. <br />Mr. Oxian asked how many windows were affected by the transom issue. He then <br />asked how obvious from the street this characteristic was. Mr. Fine indicated <br />that he believed them to be quite obvious. Mr. Oxian wondered why interior <br />storm windows would not be effective in this case. He suggested so <br />page 1 <br />
