• MINUTES OF THE REGULAR MEETING of the HISTORIC PRESERVATION COMMISSION Special Monthly Meeting County.Commissioner's 7:30 p.m. Conference Room Monday June 30, 1997 7th Floor County -City Building I. Call.to Order John Oxian, president of the commission, brought the meeting to order at 7:35 p.m. II. Roll Call Commission members present were: Martha Choitz, Adrian Fine, Catherine Hostetler, John Oxian, Janeanne Petrass, Joann-Sporleder, & Jerry Wiener. Commission staff present was: David Duvall, director. Also attending the meeting was: Donald Sporleder III. Public Hearing A. Certificates of Appropriateness 1) 1997-0521 - 1421 Riverside Drive - Storm door replacement Mr. Duvall presented the Staff Report and circulated photographs noting that this application was after the fact and that the photographs indicated the proposed condition. Mrs. Choitz moved to approve the application with a recommendation that the storm door be painted white. Mr. Fine seconded the motion. Mr. Oxian observed in regard to the after the fact nature of the application that the applicant was one of the Liaison representatives from this district. Both Mrs. Sporleder and Mrs. Choitz indicated that they felt that fact to be irrelevant to the issue of this application. Regarding the issue of color noted in the Staff Report, Mrs. Sporleder felt that the commission could only recommend that the door be painted in accordance with the general color scheme. Mr. Oxian agreed that the commission did not regularly regulate color ,and therefore should not in this instance. The motion passed unanimously. 2) 1997-0530 - 631 Lincolnway East - rear yard fencing Mr. Duvall presented the Staff Report and circulated photographs. After. some discussion to make the plan exhibits clear Mrs. Hostetler moved to approve the application. . Mrs. Sporleder seconded the motion. The motion passed unanimously. 3) 1997-0604 - 1615 East Wayne Street - Window replacement Mr. Oxian asked if all information was available for this application. Mr. Duvall responded that he had still not received a reply from the contractor as to whether the weight of muntin grid could be mixed with this line of windows. ,Having so noted, Mr. Duvall presented the Staff Report. In the absence of the final information on the availability of muntin systems the Mr. Oxian suggested that the matter should be referred to Standards & Maintenance Committee. Mr, Fine asked if the windows were beyond repair. Mr. Duvall responded that this determination, was very subjective especially with regard . to the issue of proper weatherization, and that he had not had an opportunity to make such a determination. Mr. Oxian asked how many windows were affected by the transom issue. He then asked how obvious from the street this characteristic was. Mr. Fine indicated that he believed them to be quite obvious. Mr. Oxian wondered why interior storm windows would not be effective in this case. He suggested so page 1
