• MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Special Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday April 15, 1996 7th Floor County -City Building <br />I. Call to Order <br />In the absence of the president and vice president, J. Edward Talley, <br />secretary of the commission, brought the meeting to order at 7:35 p.m. <br />II. Roll Call <br />Commission members present were: John Borkowski, Richard Bullene, Martha <br />Choitz, Adrian Fine, Janeanne Petrass, Jerry Wiener, & J. Edward Talley. John <br />Oxian, president of the commission, later joined the meeting in process. <br />Commission staff present were: David Duvall, director and Aladean DeRose, <br />counsel. <br />Also attending the meeting were: Peter DeKever, Marsha Stevenson, Denise <br />Scott, and Andrea Jones. <br />The chair requested a motion to table the approval of minutes. Mr. Fine so <br />moved. Mrs. Choitz seconded the motion. The motion was approved unanimously. <br />III. Public Hearing <br />• A. Certificates of Appropriateness <br />Mr. Duvall began discussion of COA applications by noting that due to the <br />large number of applications arriving at late date and the relatively short <br />period of time between the closure of applications and the posting of Agendas <br />and comments, the site visitation component of the review process had been <br />somewhat abbreviated and there would therefore not be new photographs of some <br />properties under consideration. <br />1. 1996-0319, 24888 Old Cleveland Rd.: <br />Mr. Duvall read the Staff comments and distributed site sketches and <br />photocopies from the 1875 County Atlas. Mrs. Choitz inquired after the <br />specifications of the material of the proposed fence. Mr. Duvall responded <br />that the indicated material was is wood and is to reflect the design found in <br />the Atlas. Mrs. Choitz moved for approval of the application for a wood board <br />fence which is similar as possible to the historical design. Mr. Borkowski <br />seconded the motion. The motion passed unanimously. <br />2. 1996-0325, 1608 Devon Circle <br />Mr. Duvall read the Staff comments and distributed product specifications. He <br />also noted the presence of the applicant. The chair acknowledged the presence <br />of the applicant who spoke briefly to the reasons for the proposed <br />alterations. Mrs Choitz moved to approve the application. Mr. Borkowski <br />seconded the motion. Fr. Bullene inquired about the design of proposed mullion <br />inserts. The owner replied that they would reflect the existing patterns. Mr. <br />Fine inquired regarding the originality of the existing double -hung windows <br />which are to be replaced. The owner indicated that they were original to her <br />• knowledge. Hearing no more discussion, the chair called the question. The <br />motion was approved unanimously. <br />3) 1996-0401, 52407 Grape Rd., Granger <br />Mr. Duvall read the Staff comments and distributed drawings and photocopies <br />from the 1875' County Atlas. Mrs. Petrass moved for approval of the <br />
