Staff Reports <br />1. C of A Staff Approvals <br />Mr. Duvall reported that there had been no Staff approvals during this period. <br />2. DHPA Grant status <br />a.National Register nominations: <br />Mr. Duvall reported that work for -this grant cycle had been completed. <br />b. Economic Benefits Study <br />The Appraisal Group has indicated that the report should be completed in the <br />next 30 days. <br />c. Mr.. Duvall reported that DHPA funding for the coming cycle commences June <br />1. The start—up meeting, with DIiPA representatives was postponed and will <br />require rescheduling. Jon Smith has given verbal consent to start preparing <br />for the projects. The activities to be included are: <br />Context studies for Brick Streets and the WPA in South Bend; <br />National Register nominations for Colonial Gardens, South Michigan Street, <br />Multiple Property Nomination for the old City of Lowell, and the Jacob Rush <br />House. <br />• Mr. Talley inquired about the development of a preservation plan for Leeper <br />Park. Mr. Duvall responded that this was not- included in the application <br />submitted in October. 1995 but that one advantage of the General Assistance <br />Grant is that funding may be reprogrammed within it if project feasibility <br />changes.. <br />3 Legal <br />Mr. Duvall reported having sent two letters of violation during the past <br />month: 715 Riverside Drive for fence alterations and 725 Lincolnway East for <br />porch alterations, both without COA. <br />Mr. Oxian asked what the Department of Buildings had done regarding these <br />violations. Mr. Duvall indicated that there had been copies circulated to them <br />but that permits were probably not required in either instance. Mr. Oxian <br />indicated that Mrs. DeRose should be notified. Mr. Duvall indicate that he had <br />spoken to her about these cases. ' <br />Mr. Duvall also brought the commission attention to the proposed new zoning <br />category for Professional/Health Care Use. This had been scheduled for hearing <br />this month but has been continued to the June Area Plan Commission meeting. lie <br />expressed concern with how this could affect some historic properties near <br />hospital locations. Mr. Oxian indicated that he was not sure where to assign <br />responsibility for investigation of this issue. Mr. Talley expressed concern. <br />Mr. Oxian suggested that he might call a special meeting to further discuss <br />this since its seems to not fit in a committee. Mr. Duvall reminded him that <br />a meeting of the committee of the whole would require public notification. It <br />was finally concluded to discuss the issue further at the regular June <br />meeting. A discussion will be held at 7:00 prior to the regular meeting. <br />• V.
