• make the case for such designations. Mr. Oxian stated that he believed at <br />least some of the indicated streets to be threatened and that immediate action <br />was called for. Mr. Talley asked whether the Park Avenue street lights should <br />be included. Mr. Oxian suggested to leave the streetlight issue to a later <br />time. Mr. Talley stated that since the section of Riverside Drive east of <br />Forrest was already in a Local Historic District it could be omitted from this <br />designation. He also pointed out that the sections of street identified had <br />been taken from original contracts and that in some cases the brick paving was <br />no longer complete (e.g. Navarre [Main to Portage]) <br />d. Landmark Committee Three Year Plan <br />Mr. Oxian submitted the Landmarks Committees Three Year Plan Report indicating <br />that the first priority would be for a re -survey of the County. The 1975 <br />survey is badly in need of updating. Priority was also placed on cemeteries, <br />downtown South Bend buildings, industrial buildings, schools, Bendix Woods, <br />and churches and synagogues. <br />Mrs. Choitz stated that it was necessary to emphasize the regulatory <br />capability of local designation, fearing that after National Register listing <br />is accomplished owners may have exhausted their efforts and fall short of <br />providing local protective measures. She asked if there were buildings being <br />proposed for National Register where the .Owner was not giving permission. Mr. <br />Duvall replied that the only property where owner opposition had become a <br />problem was, at_the Studebaker Carpentry Shop and that although owner consent <br />is not generally required. He stated some dismay at what occurred in this case <br />but noted that the result would probably be a determination of eligibility as <br />• opposed to placement on the Register. With regard to upcoming projects, he <br />stated that two projects might meet with owner objection, those being the <br />South Michigan Street and Colonial Gardens districts. He stated that if -owner <br />objection seemed to be forthcoming we would probably reprogram the funding for <br />another use. Mrs. Choitz indicated that 'she has observed increasing <br />inappropriate alteration of buildings and reemphasized her concern that as <br />many Local Districts be moved forward as possible and that the distinctions <br />between the National and Local programs be clear. <br />Mr. Oxian removed himself from the Chair which was assumed by Mrs. Hostetler. <br />He then made a motion that the commission approve the Landmark Committee Three <br />Year Plan. Mr. Borkowski seconded the motion. The motion passed unanimously. <br />Mr. Oxian the resumed the Chair. <br />Mr. Talley asked if he could amend the plan on this evening to add the Park <br />Avenue Streetlights as a priority. Mr. Oxian indicated that this should be <br />brought to the Landmarks Committee first. <br />5. Standards & Maintenance <br />Mr. Fine indicated that the committee had no report. Mr. Oxian asked whether <br />there was a Three Year Plan. Mr. Fine indicated that the Three Year Plan had <br />been submitted at the April Meeting. Mr. Oxian indicated that it should be <br />adopted by the commission. John Borkowski moved that the commission adopt the <br />Standards and Maintenance Committee report delivered at the April meeting. Mr. <br />Wiener seconded the motion. The motion passed unanimously. <br />6. Personnel <br />Mr. Duvall reported that there had been no change since the last meeting but <br />• the recent appropriations in Washington might result in the release of CDBG <br />funding to allow the employment of an Administrative Assistant.. Mr. Talley <br />asked whether there would be problems related to scheduling the use of <br />funding. Mr. Duvall indicated that there would be complications in that the <br />funding would only be good for the calender year which could make expenditure <br />of all funding difficult.
