• MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Special Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday May 20, 1996 7th Floor County -City Building <br />I.- Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:35 <br />p.m. <br />II. Roll Call <br />Commission members present were: John Borkowski, Richard Bullene, Martha <br />Choitz, Adrian Fine, Catherine Hostetle-r, John Oxian, Jerry Wiener, &.J. <br />Edward Talley. <br />Commission staff present was: David Duvall, director. <br />Also attending the meeting were: Jane and Stan Hernandez <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />Mr. Duvall reported that no applications had been received during the last <br />period which required public Hearing. <br />B. Second Reading of Recommendation for Local Landmark Designation <br />• 1. 501 West Colfax Avenue <br />Mr. Duvall presented the Staff Report. Mr. Oxian reviewed the history of the <br />move when the building was threatened with demolition by the South Bend <br />Tribune expansion. He also not the association with the Frederickson house <br />which was similarly moved. Mrs. Hostetler moved that the commission send the <br />recommendation to designate 501 West Colfax as a local Landmark to the Common <br />Council. Mr. Wiener seconded the motion. The motion was passed unanimously. <br />C. National Register Nominations <br />1. St. Casimir's Parish Historic District <br />Mr. Duvall read the Staff Report. He further summarized the composition of the <br />district by reviewing items from the nomination form itself.' Mr. Oxian . <br />inquired as to whether the (former) Oliver Plant was included. Mr. Duvall <br />stated that the westmost building of the plant was included in this district <br />as constituting the edge of the district and that this building contributed to <br />the. district reflection of the life patterns of the districts period of <br />significance. Mr. Oxian inquired .as to whether the present owner of the <br />(former ) Oliver plant had been identified. Mr. Duvall stated that he had <br />located the owner in Chicago and a local real estate management firm. Mrs. <br />Choitz moved that the commission send a favorable recommendation to the Mayor <br />and to State Historic Preservation Office for the nomination of the St. <br />Casimir's Parish Historic District to the National Register of historic <br />Places. Fr. Bullene seconded the motion. The motion passed unanimously. <br />Mr. Oxian indicated that he had instructed Mr. Duvall to arrange a tour of the <br />tour of the former Oliver factory for the commission. <br />2. Northern Indiana College/South Bend Chilled Plow <br />• Mr. Duvall read the Staff Report. Mrs. Choitz indicated that the Miller family <br />had taught at the College and that there was a book which had been published <br />about them. Noting that the nomination indicated some serious deterioration at <br />sections of the Building, Mr. Talley inquired as to whether the nomination <br />would cause the owner to repair the structure. Mr. Duvall stated that <br />placement on the National Register did not make any requirement of a building <br />
